Job Description

The Program Manager is responsible for driving business growth and ensuring successful project delivery through strategic sales execution, customer relationship management, and operational excellence. This role involves developing and implementing sales strategies for target markets, analyzing customer and sector trends to identify expansion opportunities, and maintaining long-term client relationships to ensure satisfaction and retention. The Program Manager will directly participate in the bidding process, lead proposal and estimation decisions, and negotiate contracts with clients. This position also provides support to Project Managers and Coordinators, ensuring that proposed technical and operational solutions meet business objectives and customer expectations.

Job Responsibility

  • Develop and execute sales strategies for designated customer segments and markets
  • Identify and capitalize on opportunities for service expansion, upselling, and cross-selling
  • Manage and maintain strong, long-term customer relationships
  • Lead and make final decisions in proposal, estimation, and bidding processes
  • Define and enforce decision rules for proposal and estimation processes
  • Negotiate and finalize client contracts
  • Advise and support bidding teams/project team in delivering cost-effective, high-value solutions throughout the bidding and project development process

Requirements

  • Bachelor’s degree in Sales, Marketing, Business Administration, Information Technology, or a related field
  • At least 2 years in the IT / software development industry
  • At least 3 years in sales, account management, or business development roles
  • Basic understanding of software delivery models (Fixed Price, ODC, T&M, Hybrid) and their impact on pricing, estimation, and negotiation
  • Experience in bidding, proposal development, cost estimation, and contract negotiation with international clients
  • Solid analytical mindset with the ability to translate business goals into actionable plans
  • Excellent communication, negotiation, and presentation skills with the ability to engage effectively with senior or C-level stakeholders
  • Fluent English (both written and spoken) and strong business communication skills
  • Willing to work at night or outside regular hours when required to communicate with clients or follow up with global teams
  • Willing to travel internationally for business trips or client meetings when assigned

Nice to have

  • Background in IT project or delivery management before moving into sales or program roles
  • Proven track record in developing and executing sales strategies, achieving revenue growth targets, and managing key customer accounts
  • Experience in leadership, collaboration, and stakeholder management skills
  • Working knowledge of financial and commercial metrics (costing, margin analysis, P&L)
  • Understanding of modern technology trends (AI, Vide Coding, Cloud, Web/Mobile) to advise clients effectively
  • Experience working with global clients across the US, EU, or APAC regions
  • Knowledge of compliance and data protection regulations (GDPR, CCPA, etc.) relevant to global outsourcing engagements
  • Additional foreign language proficiency (Japanese, Korean, German, etc.)
  • Certification in Agile frameworks, Project Management or Sale & Marketing
