Job Description

Meta is seeking a Staff-level Program Development Manager to join the Capacity Planning organization, where you will shape the systems, frameworks, and processes that govern how Meta plans and allocates infrastructure capacity at global scale. In this role, you will define long-range capacity planning strategies, drive cross-functional program development initiatives, and establish the operational foundations that enable Meta's data center and compute infrastructure to scale in alignment with product and business demand. You will partner with infrastructure engineering, finance, data center operations, and product teams to translate complex capacity signals into actionable planning programs.

Job Responsibility

  • Define and lead the development of capacity planning program frameworks that govern how compute, network, and storage demand signals are translated into infrastructure investment decisions across multi-year planning horizons
  • Identify ambiguous or high-impact gaps in existing capacity planning processes and drive end-to-end program design, piloting, and operationalization to close those gaps at organizational scale
  • Establish and own capacity planning methodologies, including demand forecasting models, supply-demand reconciliation processes, and scenario planning approaches used across infrastructure teams
  • Lead cross-functional alignment across data center operations, infrastructure engineering, finance, and product teams to ensure capacity planning programs reflect accurate demand inputs and realistic supply constraints
  • Define and track key performance indicators for capacity planning program health, including forecast accuracy, lead time adherence, and capacity utilization targets, and present findings to leadership
  • Drive the development of tooling requirements and data infrastructure needed to support scalable, automated capacity planning workflows in partnership with engineering and data science teams
  • Develop and maintain governance structures for capacity planning decisions, including escalation paths, review cadences, and accountability frameworks across multiple infrastructure domains
  • Influence long-range infrastructure roadmaps by synthesizing capacity planning insights and communicating trade-offs, risks, and recommendations to senior leadership and cross-functional stakeholders
  • Mentor other program managers and planning professionals on capacity planning best practices, program design principles, and analytical methodologies
  • Lead organizational change management efforts associated with new capacity planning programs, including stakeholder communication, training, and adoption tracking

Requirements

  • Bachelor's degree in a directly related field, or equivalent practical experience
  • 8+ years of experience in capacity planning, infrastructure planning, supply chain planning, or a closely related program management discipline within a large-scale technology or data center environment
  • Experience designing and operationalizing complex, cross-functional planning programs from inception through sustained adoption, including defining governance structures and performance metrics
  • Experience developing demand forecasting models, supply-demand reconciliation frameworks, or scenario planning methodologies for compute, network, or storage infrastructure
  • Experience communicating capacity planning strategies, trade-offs, and program recommendations in writing and in presentations to cross-functional stakeholders and senior leadership
  • Experience influencing infrastructure investment decisions and roadmap priorities through data-driven analysis and structured program frameworks

Nice to have

  • Experience with hyperscale data center capacity planning, including familiarity with hardware procurement lead times, build cycle dependencies, and utilization optimization strategies
  • Experience applying quantitative modeling or simulation techniques to capacity planning problems, including probabilistic forecasting or optimization under uncertainty
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Experience developing or specifying requirements for capacity planning tooling, demand forecasting platforms, or supply chain management systems
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience leading capacity planning programs that span multiple infrastructure domains simultaneously, such as compute, networking, and power or cooling
