Job Description
Do you have a passion for procurement and a keen eye for market insight? We’re looking for a Procurement & Market Intelligence Officer to join our Health and Social Care portfolio and help deliver real value for the Council, our services, and the community. In this role, you’ll be responsible for managing the end-to-end delivery of low-risk procurement activities, mainly those falling below the Public Contract Regulations 2015 (PCR15) and Procurement Act 2023 thresholds. You’ll work across a variety of categories - covering works, supplies, and services - and, with support, also contribute to projects of greater complexity and risk under PCR15/PA23. As a trusted advisor, you’ll lead the way in sharing procurement policy and local standing orders with services, making sure projects are fully compliant and deliver the right outcomes. You’ll also be undertaking options appraisals and procurement activity that don’t just save money, but also improve services and directly contribute to our overarching Council objectives and the Luton 2040 vision. This is a fantastic opportunity to build your career in procurement while making a difference in a vital sector. You’ll gain exposure to a wide range of projects, grow your expertise, and play a key role in supporting positive change across health and social care services.
