We are looking for an experienced Procurement Director to oversee the acquisition of construction equipment and services for our organization located in North Charleston, South Carolina. This role is essential for ensuring compliance with procurement regulations while supporting the Capital building program. The ideal candidate will excel in managing contracts, collaborating across departments, and driving efficiency in procurement processes.
Job Responsibility:
Direct and manage the procurement process for construction equipment
Assist in developing specifications for procurements and determine the best sources for equipment, services, and supplies
Oversee contract administration for construction projects, ensuring compliance with relevant laws and regulations
Collaborate closely with Facilities Improvement, Facility Services, construction management firms, and Finance teams to meet project requirements and timelines
Ensure adherence to advertising requirements, solicitation amendments, and approval processes within prescribed timeframes
Conduct and monitor bid openings, evaluate proposals, and lead selection committees to identify the most advantageous offers
Interpret and enforce procurement codes and regulations, ensuring end-users comply with established guidelines
Supervise the activities of procurement staff, including supervisors and technicians
Establish policies related to procurement actions and assist in audit preparation
Requirements:
Proven experience in governmental procurement and contract management
Comprehensive knowledge of procurement codes and regulations, including South Carolina Facilities Planning and Construction Guide
Strong collaboration skills to work effectively with multiple departments and external partners
Familiarity with tools such as Coupa, CRM systems, ERP solutions, and About Time
Expertise in managing budgets and procurement processes
Ability to monitor and promote Minority Business Enterprise (MBE) participation
Certification in procurement or a related field is highly preferred
Excellent organizational and leadership skills to supervise procurement staff and oversee compliance
