Establish and maintain an effective Procurement compliance program. Ensure appropriate fiscal responsibility and documentation is maintained. Ensure policies, procedures, applicable prime contract requirements, Federal, State, and local laws and regulations are properly adhered to and translated into legally binding contractual documents to protect and minimize the exposure of government and company liability, monetary and property loss, litigation, and disputes. Detect and prevent violations of policy and procedure and foster a culture of compliance. Develop and maintain training and/or internal controls, including updates to policies and procedures, forms, and templates, when deficiencies are discovered during reviews or otherwise determined to be needed. Interface with internal and external auditors and produce responses to internal and external audits.
Job Responsibility:
Review procurement actions for the purchase of goods and services for compliance with policies and procedures
Review and interpret prime contract requirements and those of applicable Federal, State, and local laws and regulations
Recommend updates as needed to policies, procedures, and practices based on best practices
Facilitate and implement corrective actions and perform follow-up effectiveness reviews
Interface with internal and external auditors
Interface with general counsel on legal issues affecting the procurement function
Research and recommend and assist Manager in the development and implementation of any Procurement Department changes
Provide leadership and serve as a resource for less experienced personnel
Participate in special projects to enhance Procurement Department initiatives
Other duties as assigned, including but not limited to monthly, quarterly, semi-annual, and annual reporting
Requirements:
Bachelor’s degree (BA/BS) in Accounting, Business, Finance, or related field, and 8 years of relevant experience, or equivalent combination of education and experience
Excellent interpersonal skills, including written and verbal communication, and decision-making skills
Demonstrated leadership skills and sound judgment
Ability to obtain and maintain a Personal Identity Verification (PIV) Credential badge
US citizenship is required
Nice to have:
Knowledge of SharePoint, Microsoft Office, Adobe
A comprehensive level of knowledge and understanding of procurement cycle times for various goods and services
Knowledgeable in Navarro-ATL computer programs such as, but not limited to: Asset Suite, IDMS, Laboratory Procedure System (LPS) or similar, Enterprise Asset Management (EAM) or similar
Working knowledge of Federal Acquisitions Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR)
Experience in prime contract interpretation as it relates to procurement flow downs
Experience in responding to internal and external audits of procurement documents, policies and procedures
Managerial experience in the procurement discipline
Nationally recognized certification in the field (NCMA, ISM, etc.)
