Requirements

Extensive experience in Procurement Sourcing, or Commercial roles within financial services or similarly regulated industries, with a proven track record of managing complex, high‑value supplier portfolios
Strong commercial judgement and the ability to balance value delivery with regulatory, risk, and operational resilience requirements in multi‑jurisdictional environments
Deep understanding of third‑party risk management, outsourcing regulations, and governance frameworks, with experience operating confidently under regulatory scrutiny and audit conditions
Demonstrated capability to translate regulatory expectations into practical, proportionate procurement solutions that support business outcomes
High level of data literacy, with experience leveraging spend, supplier, risk, and performance insights, as well as procurement platforms (e.g. Coupa, Process Unity, contract repositories), to influence senior stakeholders
Exceptional stakeholder management and influencing skills, with the ability to challenge constructively and partner effectively across Business, Risk, Legal, Finance, Technology, and Operations at D/MD level
Native‑level Japanese and business‑level English proficiency are essential
additional proficiency in other Asian language will be advantageous

Job Responsibility

Partner closely with senior business leaders to deliver commercially robust, regulator‑ready, and value‑driven procurement outcomes within a highly regulated, multi‑jurisdictional environment
Act as the primary interface between Procurement and Business stakeholders
Embed procurement strategy, third‑party risk management, and sourcing governance into critical business decisions, including platform transformations, regulatory remediation, acquisitions, and market entry initiatives
Development & implementation of the wider Procurement strategy in collaboration with stakeholders and Procurement domains
Implementation of the procurement strategy aligned to the bank’s objectives and relevant regulators
Provide expertise on Procurement policies and procedures, third party risk, sourcing strategy and supplier relations to business stakeholders through education
Act as a point of escalation for Procurement service and delivery issues for business stakeholders
Act as the primary interface for Procurement with senior stakeholders in the business
Identification of & where applicable, delivery of opportunities for business cost savings, client experience, service improvement & Procurement efficiency

Requirements

10+ years of experience in a business including work in a technology function with focus in Procurement
Proficiency in system development life cycle documentation, testing and release cycle protocols including business requirements documentation, test scenarios/data/execution, cutover, hypercare, project planning and status reporting
Proficiency in project management basics: charter, business case development, project management plan and schedule, stakeholder management, communication planning, risk/issue management, status reporting and running team calls

Job Responsibility

Serve as the person responsible for analyzing demand as well as the delivery of Technology & Global Services (TGS) solutions for the Procurement function globally
Serve as a point person for Procurement, with a concentration in Direct and Indirect Procurement
Work with a team of business partners to conduct analysis, prepare appropriate solution direction, and deliver the work
Collaborate with internal and external experts to ensure that business priorities are shaped, prioritized, and delivered
Facilitate bringing the appropriate technology, process, and workplace solutions together as they contribute to the Procurement agenda
Actively partner with the Procurement Business Leaders, Subject Matter Experts (SMEs) and TGS teams to understand strategic priorities and complete the associated work deliverables/projects to advance those objectives
