Bachelor/ Master of Engineering in (Chemical / Petro-Chemical/ Mechanical/ Fire & Safety/ Petroleum
4 to 10 years of experience in Design HSE / Technical Safety / Loss Prevention related functions in Oil and Gas, Refinery, Petrochemical and Chemical Projects
Knowledge in offshore/ onshore engineering
Adequate experience in Concept, FEED and EPC projects

Job Responsibility

Supports the development, implementation, review, audit, promotion, and revisions to the Process Safety & Risk Management Program
Supports, provides guidance and assists in the development and ongoing maintenance of PSM and Risk Management program elements
Participates in and/or facilitates PSM related incident investigations utilizing Cause Map methodology and incorporating human factors analysis
Assists in development and implementation of corporate PSM policies, standards, and guidelines
Facilitates and/or oversees process hazard analyses (PHAs) and revalidations. This also includes California specific requirements for safeguard protection analyses (SPAs) and Hierarchy of Hazard Controls analyses (HCAs)
Participates in and helps steward damage mechanism reviews (DMRs)
Participates in and conducts audits to assure compliance with OSHA PSM and EPA RMP regulations (both state and Federal requirements)
Reviews ongoing program elements to ensure all changes involving MOC, Mechanical Integrity, PHA's training and quality assurance are complete and well documented. Ensures the effects of changes made to the refinery on the RMP Hazard Assessment are evaluated
Participates in site risk evaluations (RMCs, AORs) to ensure appropriate safeguards are in place
Utilize risk assessments to help develop action item prioritization plans and gap closure schedules
