Airswift is looking for a Process Safety Engineer to support one of our major clients in Houston, TX. The Process Safety Engineer will provide technical experience for all aspects of process safety engineering and design across the project life cycle. This role ensures safe design, and engineering by integrating advanced process safety engineering practices, regulatory compliance, along with consequence and risk-based decision-making.
Job Responsibility:
Advise and develop strategies to further improve process safety
Review and comment on: Process Flow Diagrams
Process Hazards Analysis related documentation
Piping and Instrument Diagrams
Control Narratives
Cause and Effect Diagrams
Plot Plans
Facility and building layouts
Technical risk assessment modeling terms of reference, study basis inputs/outputs and reporting
Help lead Process Safety Management (PSM) activities - including risk assessments, hazard identification/evaluation studies HAZID), hazard operability studies (HAZOP), consequences analysis, layers of protection analysis and department reviews
Advise Project team on identified safety hazards and assessed risks
Assist in the development of process safety and risk management philosophies, design basis documents, guidelines, and technical decision records
Advise in design and operation for fire protection, gas detection, alarm management and emergency procedures
Oversee the performance of facility and building siting analysis
Conduct incident and near-miss investigations
Review and endorse design Management of Change as part of engineering and design processes
Help direct analysis of results and control of specialty consultants and/or participation of EPC Contractors SME
Perform ad hoc advisory support to the Safe Operations Committee
Participate in Quantitative Risk Analysis (QRA) investigation, analysis and reporting
Analyze CFD modeling results
Provide regulatory, best practice and code compliance interpretation and applicability advisory services
Perform other technical risk and departmental duties as assigned
Requirements:
Bachelor's degree in process safety or related field required
At least 8 years of demonstrated experience in process safety design within a petrochemical or refinery complex, with strong preference for LNG facility exposure and EPC project experience
Proficiency in conducting facility and building siting analyses, applying Inherently Safer in Design principles, and performing designated design and engineering process safety roles and functions throughout the project lifecycle
Direct, hands-on experience in the oil and gas industry, specifically supporting or executing LNG project work
Familiarity of construction and fabrication safety, including safe work practices during module fabrication, equipment assembly, field construction, and installation activities
and integrating process safety expectations into construction planning, and execution processes
Possess required level of knowledge on hazard identification (HAZID)/evaluation studies and risk assessments, including hazard operability (HAZOP) studies and quantitative risk assessments (QRA’s)
OSHA Process Safety Management Standard and EPA RMP Rule
Evaluating and making consequence and risk-based decisions regarding risk elimination, mitigation and/or options
Possess proficient computer skills including project management, database, spreadsheet and word processing
Ability to work with a culturally and technically diverse group of engineering individuals whose skills cover the range required to permit, design, operate and maintain the company’s LNG export and/or receiving terminals
Possess good planning and organizational skills and meets work deadlines
Ability to present information, results, findings to a variety of audiences both technical and managerial
Ability to explain study objectives and/or report results and establish a mutually respectful relationship with contractors, management, peers and the various facility level workers (Plant Manager, plant supervision and plant workers) whom are all responsible for ensuring good and safe design, construction and operations
Solid communication skills (written, verbal) and an ability to be diplomatic and persuasive
Working knowledge of business software: MS Office, PHA Pro, Bowtie, Phast, FLACS
Ability to navigate a variety of codes, regulations, specifications, and recommended practices, as they pertain to process safety and safety in design, human factors engineering, and permitting compliance
