Reports to the Operations Director. Directs the wastewater treatment/ biosolids operations and the energy utilization processes at Jones Island WRFs to ensure safe continuity of operations, the execution of proper technical procedures and management policies that result in cost-effective Veolia contract compliance and compliance with all applicable permits and regulations. Provides an operational and plant communications interface with the Field and Deep Tunnel Collection Systems Console Operators. Special dimensions of this position are delineated by an emphasis on continuity for operations, communication with operators and maintenance, and relief responsibility for the other major operations supervisory positions at both SSWRF and JIWRF.
Job Responsibility:
Directs the wastewater treatment/ biosolids operations and the energy utilization processes at Jones Island WRFs to ensure safe continuity of operations, the execution of proper technical procedures and management policies that result in cost-effective Veolia contract compliance and compliance with all applicable permits and regulations
Provides an operational and plant communications interface with the Field and Deep Tunnel Collection Systems Console Operators
Directs plant wastewater, biosolids and energy utilization and power generation processes to ensure safe, cost effective and efficient operations to meet Veolia contract and all regulatory requirements
Monitor operating conditions at both plants to ensure optimum liquid/solids treatment
Optimizes the processes at the plants, within the process and technical limitations of the systems
Institute process and or operational changes, as required, to meet permit and contract goals
Communicates to operations personnel the purpose of the change
Provides recommendations for improving operations, cost reductions and energy savings
With Admin staff, effectively schedules shift operations training, shift supervisor replacement and training and coverage for special events
Designated as the main relief for the Shift Supervisor position at JI for vacation, sick, and vacancies
Provide on-call support for shift supervisors in the off-hours
Administers management policies and directives
Trains staff across a broad range of technical and procedural activities, on-the-job practices and execution of Standard Operating Procedures and process directives
Administers discipline as required and participates in the performance evaluation of Plant personnel – shift supervisors
Acts as the key participant in the hiring/interviewing process of department staff
Assists in the grievance resolution process, as needed
Promotes safety practices and procedures by training coaching, and leading the shift workers in safety training
Administer Safety Action Plan objectives and monitors progress with Shift Supervisors of daily, weekly, monthly, and quarterly safety tasks
Schedule and coordinate Safety Stand Downs for JI and SS
Inspects facilities for cleanliness, housekeeping, unsafe conditions, and conducts investigation of safety incidents or accidents
Reports unsafe conditions and helps file reports on injuries
Authors/scopes out work orders and properly communicates to plant maintenance supervisors, applying knowledge and experience to identify, diagnose and troubleshoot the source of the problem with recommended remedial action
Initiates/sustains critical coordination/communication with project maintenance planners/ supervisors to insure critical equipment availability
provide ops coordination/continuity on large maintenance projects
Provides operational support to Project Technical Services and capital project contractors in equipment checkouts, performance tests and startup of new processes/equipment
Reacts prudently and appropriately to unpredictable emergencies and situations created by plant capital construction interferences, weather, power outages and equipment failures in order to prevent human injury, equipment damage or permit violations
Provides coordination and communication with Conveyance System Manager and CCS operators for all major wet weather events
Requirements:
High School Diploma/GED is required
Associates Degree or higher or academic courses in the environmental field preferred
Five years of applicable work experience in an industrial process environment required
3-5 years of work experience in broad range of wastewater, water, biosolids, environmental or plant operating engineer fields desirable
2-3 years of experience as a supervisor or manager required
Experience in power generation and energy utilization desirable
Ability to handle emergency situations with proper training required
Sufficient skills/ability to function as an Incident Commander in emergency response situations required
Strong mechanical and technical aptitude required
Demonstrated knowledge and skills in wastewater equipment maintenance and troubleshooting desired
Requires superior interpersonal and communication skills, and the ability to develop and maintain good working relationships with client, public, and employees
Ability to effectively train individuals and groups both in the classroom and on the job required
Must possess superior organizational skills and be able to prioritize and work simultaneously on several projects
Ability to operate within a team atmosphere required
Ability to assess priorities frequently and effectively perform under pressure required
Ability to operate computer and other office machines as needed
Strong mathematics and computer skills including email, word processing, and spreadsheets required
Intermediate/advanced skills in applying Microsoft Word and Excel to prepare memos and conduct analysis of cost and process data desired
WDNR Advanced Operator Certification required and license in applicable subclasses preferred. Completion of certification in applicable subclasses within two years in this position required
Valid Wisconsin Driver’s License required
