The Principal Project Controls Specialist is responsible for interpreting internal or external business issues and recommending best practices. They will be tasked with solving complex project controls-related problems and will work independently with minimal guidance. The Principal Project Controls Specialist may be responsible for leading functional teams or projects and is regarded as a specialist in the field of project controls. As such, they must have in-depth expertise in project controls as well as broad knowledge of the project controls discipline.
Job Responsibility:
Lead the change management activities across major and/or multiple projects, directing cost engineers, change engineers and planners in the preparation, assessment and documentation of complex change orders aligned with contractual and project requirements
Oversee and challenge change instructions, submissions and internal assessments, ensuring completeness, accuracy, governance compliance and alignment with portfolio‑level cost and schedule controls
Set and maintain the project’s change management strategy and governance framework, proactively identifying emerging scope changes, risks and opportunities across the portfolio and driving consistent application of processes
Represent the project in high‑level commercial and client‑facing discussions, leading preparation of justification packages, coordinating negotiation strategies and ensuring defensible and well‑governed change positions
Report change performance, trends, risks and KPIs to project leadership and business line leadership, contributing to continuous improvement, lessons learned and enhanced project controls practices across the subsea and floating portfolio
Requirements:
Bachelor’s Degree in Business, Engineering, Construction Management, Project Management or a related field
Project Management Professional (PMP) certification or equivalent is highly desirable
Minimum of ten (10) years of experience in project controls within project-based organizations, preferably in the oil and gas, energy, or heavy industrial sectors
Deep expertise in cost control, progress measurement, and scheduling, with a strong emphasis on cost forecasting and variance analysis
Proficient in applying advanced project management concepts such as Earned Value Management (EVM), risk analysis, and integrated planning
Strong command of project controls tools and office productivity software, with the ability to lead data-driven reporting and forecasting initiatives
Familiarity with international and local QHSES regulations and standards, with a commitment to compliance and operational excellence
Fluent in English with excellent communication, leadership, and presentation skills, with the ability to engage and influence stakeholders at all levels
Demonstrated ability to lead cross-functional teams, manage complex interfaces, and drive performance in a global, multicultural environment
Highly self-directed, with the ability to manage multiple priorities and deliver high-quality results under tight deadlines
