BAE Systems is seeking a Principal Contract Administrator to join its organization. You will lead the proposal, negotiation, and management of complex proposal and contract activities in accordance with company policies, legal and customer requirements with limited guidance or supervision from the Contracts Manager. Interpret and communicate business commitments and alternatives to program team and management. Possess extensive knowledge of government and commercial contracting methods, applicable laws and regulations. You will perform strong communication and relationship management skills to develop and maintain professional and dependable relationships with both internal and external customers.
Job Responsibility:
Maintain an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, the BAE Systems Contracts function and relevant company policies and procedures, commercial contracting methods, FAR/DFAR, export and other government regulations
Independently lead and support proposal activities including, but not limited to analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis, with attention to the financial and business risk of the proposed effort, participating in all proposal team meetings, preparing the terms, conditions and assumptions upon which the proposal may be submitted, reviewing the technical and pricing proposals for accuracy and consistency, conducting overall business risk analysis and preparing the proposal documents for submittal to the Customer
Research and make recommendations on proposal and contract language
Lead contract negotiations and collaborate with customers in definitizing and completing the contract under general guidance from the Contracts Manager
Advise management of contractual rights and obligations, risk mitigation alternatives and business strategy
Perform all aspects of assigned contract or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments
Lead or support fact-finding and other audit activities
Participate in final stages of assigned contract by (1) verifying completion of all commitments, and (2) performing assigned activities associated with contract closeout
Maintain logs of proposals and other data as required and assist in data collection for monthly/quarterly reporting to Management
Compile and maintain all required contractual records and documents in accordance with contract requirements and Company policies and procedures
Primary point of contact between the Company and the Customer for all contractual matters on assigned contracts and projects including auxiliary agreements such as Proprietary Information Agreements and other business agreements
Participate in the drafting and negotiation of various agreements, and coordinate any legal reviews as appropriate on behalf of the business supported
Support Program managers, Program/Operations Management, and Business Area leads and provide contracts advice and counsel to company management at all levels as required
Develop specialized contracting knowledge in areas such as International Business, Offset and Teaming Agreements
Regularly contribute to the development and implementation of new business methods, processes and contracting concepts in order to achieve business unit and Contracts Department goals and objectives
May be required by supervisory personnel to prepare contract summaries to assure proper interpretation of the contracts(s), perform cost or price analysis and resolution of complex business issues on a special assignment basis
Requirements:
Bachelor’s degree and 6+ years of relevant Contract Management experience or education/equivalent experience
Knowledge of DoD contracting
Knowledge of FAR/DFAR
Communicate effectively both orally and in writing
Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers
Utilize computer skills to prepare appropriate reports and documents- Microsoft Office
Make decisions using sound judgement while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations
Develop/demonstrate research and presentation skills
Ability to prioritize and multitask
Excellent organizational and follow through skills
