Job Description

We are looking for a Prevailing Wage Manager to support payroll operations for a high-volume workforce in Chehalis, Washington. This Contract position will oversee accurate wage compliance, payroll processing, and reporting across multiple states within a construction-focused environment. The ideal candidate brings strong knowledge of prevailing wage requirements and can ensure payroll practices align with project standards and regulatory obligations.

Job Responsibility

  • Manage end-to-end payroll processing for a large employee population, ensuring timely and accurate bi-monthly pay cycles
  • Oversee multi-state payroll activities with close attention to varying wage laws, tax requirements, and project-specific compliance standards
  • Administer prevailing wage payroll functions for commercial construction projects, including review of wage determinations and certified payroll data
  • Ensure payroll practices remain compliant with Davis-Bacon Act requirements and other applicable labor regulations
  • Review payroll audits, reconcile discrepancies, and resolve complex payroll issues in partnership with internal stakeholders
  • Prepare and validate payroll reports, compliance documentation, and supporting records for management review or external requests
  • Support payroll-related process updates and system-related changes as needed while preserving accuracy and continuity in operations

Requirements

  • Proven experience managing full cycle payroll in a high-volume environment with more than 500 employees
  • Strong working knowledge of multi-state payroll practices, wage regulations, and payroll compliance requirements
  • Demonstrated expertise in prevailing wage administration and certified payroll reporting
  • Solid understanding of the Davis-Bacon Act of 1931 and its application to construction payroll
  • Background in commercial construction projects and familiarity with industry-specific payroll challenges
  • Ability to investigate payroll discrepancies, maintain detailed records, and meet strict processing deadlines
