The Pre-Sales Programme Design Lead plays a critical role in shaping and securing deliverable solutions for customers during the bid and pre-sales lifecycle. Working as part of the bid management team and in close collaboration with Sales Opportunity, Design and Commercial owners, this role leads programme definition, planning, and governance for complex sales opportunities. It ensures all requirements, assumptions, dependencies, and risks are identified and managed, while engaging key delivery stakeholders to agree on realistic, risk-aware plans and produce associated bid content. The position defines team structure and resource profiles for successful execution, supports bid responses, and manages governance compliance. You will act as a trusted advisor, the role combines leadership, negotiation, and stakeholder management to enable seamless transition from pre-sales to delivery, ensuring solutions meet agreed time, cost, and quality criteria.
Job Responsibility:
Leads programme definition, planning, and governance for complex sales opportunities

Requirements:
Demonstrates authority and confidence in senior stakeholder engagements, bid meetings, and governance forums, influencing outcomes through presence and clarity
Skilled in negotiating with customers, partners, and procurement bodies, especially within Public Sector and Enterprise frameworks, including Competitive Dialogue Process. Ability to produce quality technical responses
Proven experience in leading large, complex transition and transformation programmes, with a deep understanding of operational impacts and service continuity
Brings broad experience across business sectors and procurement methods, including UK Government Framework Agreements and SIAM/Consortium environments
Capable of shaping programme strategies that align with business goals, ensuring delivery assurance through structured planning, risk management, and stakeholder alignment
