The Portfolio Office function within Gas Networks Ireland is responsible for providing strategic direction and oversight for the delivery of all capital and operational work within the organisation, enabling it to make key decisions that will optimise the overall delivery of GNI’s portfolio of work. The portfolio office provides support and oversight in the areas of Investment Planning and Governance, Portfolio Management, Delivery Enablement, Land Management and Statutory Consents, and Commercial Management; whilst also acting as the gate keeper and critical interface between potential investment programmes and commercial opportunities; and the core departments responsible for the delivery, operation and maintenance of GNI’s assets. Reporting to the Portfolio Planning Manager, the Portfolio Planning Lead will provide expertise and support on relevant aspects of portfolio & programme planning, with respect to the development and management of the single capital delivery plan. The Portfolio Planning Lead will act as a key link between the Portfolio Office, project promoters and the project leads, with respect to driving and coordinating the development, optimisation and monitoring of the Capital Delivery Plan.
Job Responsibility:
Responsible for coordinating the development, optimisation and revision of the capital delivery plan by gathering, validating and consolidating cost, schedule and scope information relating to inflight projects / programmes and planning and estimating future projects
Perform monthly monitoring of capital and operational works, measuring and reporting on performance to plan and performing root cause analysis on variances to assist in the development of future plans
Establish and track metrics to monitor and influence planning and delivery performance across the portfolio
Support the Portfolio Planning Manager in creating the medium-term (8 year) capital delivery plan by planning, estimating and prioritising future works in line with project promoter requirements, delivery capacity and portfolio prioritisation principles
Develop and enhance GNI’s resource and capacity planning capabilities and incorporate within the delivery plans
Develop and sequence the work in the plans, for the most effective and efficient delivery, identifying, investigating and managing potential conflicting activities and escalating where necessary
Assist the Portfolio Planning Manager, Portfolio Assurance Manager and Project Controls Manager with risk mitigation, portfolio change control and co-ordination, in conjunction with other key stakeholders both internally and externally
Contribute to the development of portfolio management maturity and capability
Build strong working relationships with delivery teams, Portfolio Office colleagues, and support functions
Work closely with Asset Strategy, Business Development, Asset Delivery and Asset Operations to monitor and drive performance on all projects and programmes
Perform other such duties that may be required from time to time
Requirements:
Relevant third level qualification with supplementary project management qualifications and experience beneficial
At least 5 years post qualification experience, with experience in similar roles related to the programming of Infrastructure projects or maintenance programmes
Ability to develop strategic relationships to accomplish the delivery of high priority complex programmes, with multiple stakeholders
Ability to shape and implement efficient and effective processes and adoption of best practice
Ability to manage potential resource conflict issues within the relevant programme and act as an initial point of coordination
Ability to exercise independent judgement in methods, techniques and evaluation criteria for programme optimisation and change control
Ability to successfully execute programmes, realise value and drive high performance
An excellent communicator (both verbal and written interpersonal skills) with the ability to influence and motivate others
