Job Description

Microsoft Elevate is seeking a Policy Program Manager to work in a fast-paced environment to assist members of the Global Education and Workforce Policy team and to provide related policy research, analysis, and reporting, including programmatic support and project management. The candidate will engage in and should be very familiar with AI literacy and related frameworks and efforts, and policy issues related to AI, education, and the workforce. The position will work closely with US and global government affairs, the Elevate Capacity Building Solutions team, and others across CELA and Microsoft. This role will take the lead in coordinating and facilitating some of the Global Education and Workforce Policy team’s most important work, including engagement with key organizations, associations, government agencies. This role will report directly to the GM, Global Education and Workforce Policy.

Job Responsibility

  • Research, analyze, and report on policies related to AI, education, and workforce, including funding, frameworks, standards, and guidance
  • Maintain datasets and tracking systems for AI-in-education and workforce policy developments and implementation status
  • Support global, regional, and local stakeholders in adapting and localizing policy recommendations, including AI literacy frameworks
  • Draft policy briefs, reports, memos, and other written materials for internal and external audiences
  • Prepare presentations, talking points, and briefing materials for leadership engagements, external meetings, and internal planning discussions
  • Manage coalition operations, including recruitment, onboarding, and maintaining partner and community data
  • Develop and distribute community communications (e.g., updates, action requests)
  • Run focus groups to gather insights and understand needs from internal Microsoft partners, global field teams, and external stakeholders
  • Design and facilitate agendas for convenings, workshops, roundtables, and webinars
  • Manage small events end-to-end and large events in partnership with internal and external teams
  • Support Regional Policy Directors across the U.S., EMEA, and Asia with research, analysis, content, and project execution
  • Partner closely with internal Microsoft teams (Gov Affairs, Elevate, Education, and Engineering teams) to coordinate workstreams and drive alignment
  • Serve as a connector between the Global Education & Workforce Policy team and field teams, ensuring consistent messaging, context sharing, and feedback loops
  • Develop project summaries, status reports, and other project management artifacts that help communicate the status and value of the team’s work to a broad set of internal stakeholders

Requirements

  • Bachelor’s Degree in Education or Technology Policy and 2+ years of experience in policy analysis or related area OR equivalent experience
  • Program management experience preferred
  • Demonstrated AI literacy subject matter expertise
  • Experience in education and/or workforce policy
  • Research, analysis, writing, and project management skills
  • Ability to generate and maintain trust, work independently, and maintain high attention to detail in a fast-paced environment
