The area conducts a range of policy, implementation and assurance activities to test practical outcomes against the Supplier Code of Conduct, contractual commitments and policy objectives. As the Manager of this team, you will be responsible for leading and supporting the delivery of portfolio strategies and projects. You will apply best practice methodologies to manage risks, address dependencies, and ensure the delivery of actions within agreed timeframes and budgets. This will include: leading, implementing, and reviewing procurement-related strategies, frameworks, policies, and guidelines.
Job Responsibility:
Lead and oversee the development, implementation and review of whole-of-government policies that influence procurement and provide advice to the executive team on potential impacts
Lead, coach and manage teams by providing operational and strategic direction through regular feedback and mentoring to support the achievement of both business and personal objectives and encourage opportunities for development at work
Lead and manage the development and delivery of training programs, including the capability building and incentive scheme and other procurement assurance initiatives to uplift capability across the procurement sector to improve accountability with government policies
Lead the development of high level ministerial and executive correspondence, policy documents, briefs, Cabinet submissions, project documentation and other written materials supporting the complex operation of the Branch
Provide strategic and operational direction, leadership, support and advice to team members, in accordance with Branch procedures, objectives and performance standards
Conduct stakeholder engagement and consultation with industry on a range of policy initiatives, deliver information sessions and effectively roll out policies across procurement sectors
Establish and maintain relationships and networks with government and industry stakeholders, and the wider community to identify contentious and emerging issues affecting implementation and delivery of whole-of-government procurement reforms, develop initiatives and provide advice on these matters to the Director
Requirements:
Proven experience in leading and managing the development, analysis and review of policies, programs and interpreting legislation and regulations
Demonstrated experience in project management using relevant methodologies (Agile, PRINCE2), tools and systems to effectively plan, deliver and evaluate projects ensuring milestones and outcomes are achieved
Demonstrated experience in managing potentially competing tasks and activities of high complexity and priority in a fast pace environment
Highly developed verbal and written communication capability that results in the production of clear, concise and accurate advice targeted to internal and external stakeholders
Highly developed interpersonal skills, including the ability to develop and maintain effective working relationships, ability to deal with ambiguity, use initiatives and resolve problems, often within tight timeframes
