This is highly responsible managerial and professional work of considerable difficulty administering and managing the Planning and Urban Design Division of the Department of Development Services. Exceptional public speaking and writing skills are crucial to this position. Duties include a variety of specialized tasks relating to comprehensive planning, master planning, land development regulations, and administrative functions. Work activities also include the preparation and administration of the division’s budget and the training of staff. Work is reviewed through conferences and progress reports.
Job Responsibility:
Plans, organizes, assigns, directs, and reviews the activities of professional, technical, and clerical personnel in the Planning and Urban Design Division
Prepares and implements the division’s budget, oversees expenditures and procurement in accordance with City policy, and makes procedural and operational recommendations to City management
Identifies priority in community needs, goals and objectives, and responds accordingly
Analyzes, designs, and develops programs required to effectively manage the growth of the City
Formulates and administers the City’s Comprehensive Plan, City-Wide Master Plan, and Land Development Regulations
Advises City on planning related matters
Plans, develops, directs, and implements major planning programs and projects
Creates, interpret, and implements regulations and standards. Insures there are codes and ordinances which relate to the use of land within the city
Oversees and administers the Development Review Process, including plan review and inspections
Serves as liaison to the Planning and Development Board and Historic Preservation Board and any other Boards, Committees or Working Groups
Oversees the hiring, training and staff development, evaluation, and supervision of personnel. Ensures high productivity and high morale through team building and modern management techniques
Presents special projects, studies, or other reports before staff, advisory boards, representative citizen groups, the Planning and Development Board, Historic Preservation Board, the City Commission, and external agencies
Interacts and works with county, regional, state, and federal agencies, special districts, chamber of commerce, civic associations, the development industry, and other private organizations
Clarifies planning issues for subordinates
Responds to email, telephone, or in-person inquiries
greets the public, development industry, and city officials
disseminates information on planning, zoning, and development regulations
handles citizen complaints
provides information on departmental services and functions
Interprets City policies, procedures, and ordinances
develops and revises division’s policies and procedures
Effectively and positively represent the city in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation
Establishes and maintains effective and professional relationships with work colleagues, supervisors, and managers
Requirements:
Bachelor’s Degree from an accredited college or university in Planning, Public Administration, Social Sciences, Architecture, Landscape Architecture, Urban Design, or a closely related field
Five (5) years of progressively responsible experience in urban planning or community development, two (2) years of which must have been in a supervisory or administrative capacity
Valid Driver’s License
