Temporary full-time Development Planner 2 to lead complex planning projects through the development approval process. Projects range from medium-density, missing-middle housing to complex, higher-density and mixed-use applications in growth centres that include amenity negotiations and robust community consultation. Work to deliver complex projects to completion in a timely manner while ensuring project conformity with applicable legal framework and policy objectives, including those related to housing delivery, social, environmental and economic sustainability, community liveability and resiliency.
Job Responsibility:
Guide complex development proposals through the municipal approval process
Review and coordinate the work of professional and/or technical staff or outside agencies
Interact with the public and elected officials
Problem solving to ensure timely and effective processing
Present to various committees, including Mayor and Council
Participate in community and other related meetings to provide advice, information, and to explain policies and procedures related to projects
Facilitate housing and job space delivery while safeguarding public and community interests
Work collaboratively and constructively with internal and external partners
Apply land use planning, urban design or related land development expertise to application review and policy review
Conduct in-depth research and analysis on planning and development related special projects
Formulate policy recommendations, development and design guidelines
Requirements:
University Degree in Urban Planning or a related discipline
Post graduate degree in Community or Regional Planning
Considerable municipal experience of processing progressively complex development proposals
Member or eligible for membership in either the PIBC or CIP
Current planning experience with understanding of planning, design and legal best practices applicable to mixed-use and medium to high-density developments
Thorough knowledge of regulations, legislation and legal frameworks that regulate development and subdivision applications
Proven ability to process complex development applications in a timely and strategic manner
Practised knowledge and subject matter expertise of city planning, urban design, transportation, land economics, environmental sustainability, housing delivery, or others relevant to land development process
Demonstrated experience in conflict resolution, mediation and negotiation through development review process
