The main objective of this assignment is strengthened MoPD and MoF's capacity to design, operationalise and institutionalise PIM/PPP reforms, in alignment with Ethiopia's broader reform agenda as outlined in the Homegrown Economic Reform Agenda 2.0. The role is strictly advisory, catalytic, and capacity building in nature. The PIM Technical Adviser (Adviser) will not replace MoPD and MoF staff or assume line-management responsibilities.
Job Responsibility:
Implement PIM workplan activities, ensuring timely delivery, high technical quality and alignment with EIAF2 outcomes
Co-creation and refinement of concept notes and task orders related to PIM/PPP reform
Support EIAF2's Technical Partners during task order implementation
Conduct analytical work including PIM diagnostics, benchmarking and governance reviews upon request from counterparties
Provide direct technical advice and capacity building support to Government of Ethiopia (GoE) institutions on PIM reform priorities
Support GoE counterparts to strengthen institutional capacity
Ensure effective integration of cross-cutting themes (gender, climate, inclusion) into PIM activities
Ensure complementarity between PIM reform and wider fiscal and SOE reforms
Monitor progress against task order objectives, identify bottlenecks early, and propose corrective actions
Contribute to quarterly and annual reporting
Build and maintain trusted working relationships with MoPD, MoF and other relevant stakeholders
Represent EIAF2 in technical meetings, workshops, and external engagements, as needed
Facilitate collaboration between government institutions where inter-agency coordination is critical to PIM reform
Transfer skills to MoPD and MoF staff and ensure ownership of reforms
Develop guidance notes, templates and standard operating procedures (SOPs) to ensure sustainability of reforms beyond the assignment
Document and share lessons from PIM activities and reforms to support EIAF2's learning and adaptive delivery
Identify and escalate technical or delivery risks
Ensure all PIM documentation is organised and accessible through EIAF2's knowledge management system
Requirements:
Relevant undergraduate degree with at least 10 years post-qualifying experience
Expertise in PIM/PPP reform
Experience providing consulting services to governments / public companies in Africa or other emerging markets (an advantage)
Strong coaching, facilitation and stakeholder-management skills
Excellent oral and written communication and presentational skills
Ability to deliver high-quality work within set deadlines
Nice to have:
Postgraduate degrees are an advantage
