The Physical Security Manager is responsible for the development, implementation, and oversight of all physical security related tasks that support the daily operations of a Sensitive Compartmented Information Facility (SCIF). This role will ensure that the guidelines outlined in the security Intelligence Community Directives, including ICD 705, are strictly adhered to. The Physical Security Manager may also be asked to assist with personnel security related tasks when opportunities are available.
Job Responsibility:
Oversee the day-to-day physical security operations for the SCIF
Manage access control and badging systems
Develop and maintain Standard Operating Procedures (SOPs) for physical security
Experience as a COMSEC Custodian or COMSEC team member
Maintain classified document control system
Conduct Entry and Exit Inspections
Coordinate and support SCIF construction, accreditation, and re-accreditation efforts
Manage the Intrusion Detection Systems (IDS)
Conduct security inspections and vulnerability assessments
Partner with Insider Threat Program personnel and counterintelligence stakeholders
Manage security incidents, investigations, and reporting requirements
Prepare Co-Utilization Agreements (CUAs) and Memorandums of Understanding (MOUs) between Government Agencies and other contractor companies
Provide security education and awareness training to personnel
Review and process visit certifications and use the appropriate systems for clearance verifications
Coordinate emergency response and Continuity of Operations (COOP) planning
Conduct Semi-annual emergency response tests
Coordinate SCI nominations, indoctrinations, debriefings, badge requests, and access determinations
Maintain personnel security records and databases in accordance with IC and customer requirements
Ensure compliance with ICD 704, SEAD reporting requirements, (32 CFR Part 117), NISPOM Rule
Support audits, inspections, and security assessments
Assist cleared employees with self-reporting requirements (UFTs, NFCs, etc.)
Have working knowledge of Defense Information System for Security (DISS), National Background Investigation Services (NBIS), Electronic Contractor Positional Roster Log (eCPRL)
Requirements:
5–10+ years of experience in physical security within DoD, IC, or cleared industry
Demonstrated experience with SCIF operations and ICD 705 requirements
Strong knowledge of access control systems, IDS, and CCTV technologies
Experience conducting inspections and implementing corrective actions
Ability to interpret and apply federal security regulations and policies
Position requires active Security Clearance with appropriate Polygraph
