Job Description:

The Permit Manager will be responsible for leading end-to-end permitting operations for commercial construction projects across multiple jurisdictions, ensuring timely approvals and regulatory compliance with FAA, TSA and local airport authorities.

Job Responsibility:

  • Ensure adherence to airport-specific safety and security protocols, including badging, escort requirements, and restricted area access
  • Develop and maintain a national permitting roadmap, including timelines, jurisdictional requirements, and agency contacts
  • Create efficiencies in permitting process to accelerate schedules but deploying strategies such as combining permits
  • Coordinate with project managers, architects, engineers, and legal teams to compile and submit complete permit packages
  • Track and manage permit status using centralized dashboards and reporting tools
  • proactively resolve delays or rejections
  • Build and lead a small permitting team, scaling capacity as project volume increases
  • establish SOPs and training protocols
  • Maintain strong relationships with local, state, and federal permitting authorities, including FAA, DOT, and municipal agencies
  • Monitor changes in building codes, zoning laws, and environmental regulations that may impact project delivery
  • Support site selection and pre-construction planning by advising on permitting feasibility and risk
  • Ensure documentation accuracy and retention, including stamped plans, approvals, and correspondence logs
  • Report regularly to senior leadership on permitting progress, risks, and mitigation strategies

Requirements:

  • Bachelor’s Degree in construction management, civil engineering, or public administration
  • 5 years' Experience in permitting construction work
  • PMP certification
  • Strong analytical, organizational, and problem-solving skills
  • Excellent communication, reporting, and stakeholder-management skills
  • Proficiency with project management tools and standard office software

  • Coordinate among stakeholders, government agencies, and project staff to resolve design issues, ensuring Owner-furnished permit applications are completed accurately and on time.
  • Apply stormwater mitigation expertise based on the 2017 standards, or updates by city, state, and federal agencies, to ensure that the design complies with new permit requirements.
  • Oversee the permit acquisition process. Attend meetings, and coordinate with permitting agencies. Serve as the HART contact point for agency interactions.
  • Collaborate with consultants, designers, and contractors to address permit-related matters throughout all project stages and coordinate responses to agency inquiries.
  • Maintain project records by creating a master log of all permits, identifying key deliverables and milestone dates, and preparing permit-related provisions for future contract Request for Proposals (RFPs).
  • Manage tasks related to Environmental Compliance commitments, as identified in the Mitigation Monitoring Program and Final Environmental Impact Statement (2011) and Supplemental Environmental Impact Statement (2013)
  • ensure compliance with all contracts and plans.
  • Track deliverables and schedules, notify stakeholders when issues arise, and implement corrective actions as needed, including through field inspections that may require driving to project sites.
  • Review and transmit hazardous materials reports, prepared by consultants, to applicable city, state, and federal agencies.
  • Act as the HART liaison with city, state, and federal agencies handling hazardous materials identification or disposal and maintain incident records for the HRTP phases.
