We are looking for a Payroll Specialist to support accurate, compliant payroll operations for a construction-focused organization in Beltsville, Maryland. This role oversees regular payroll activities, maintains employee pay data, and works closely with HR, accounting, and operations to address complex pay situations. The ideal candidate brings strong technical payroll knowledge, excellent attention to detail, and the ability to manage both union and non-union payroll requirements in a deadline-driven environment.
Job Responsibility
Process weekly, biweekly, and special payroll runs with a high degree of accuracy and within established deadlines
Audit time records from field and office employees, including job site hours and labor distribution details, to confirm payroll readiness
Compute earnings, overtime, incentive pay, deductions, and other payroll adjustments in alignment with company guidelines and applicable labor laws
Administer payroll for both union and non-union employees, including applicable fringe benefits, dues, and related withholdings
Maintain compliance with federal, state, and local payroll rules, and support the preparation and submission of payroll tax filings and payments
Prepare certified payroll documentation when project or contract requirements call for it
Update and preserve payroll records, employee data, and system information to ensure complete and accurate reporting
Reconcile payroll accounts, investigate variances, and resolve discrepancies in partnership with internal stakeholders
Produce payroll reports for leadership, accounting, and audit needs, and provide documentation during internal or external reviews
Respond to employee payroll questions professionally and assist with cross-functional payroll or accounting coverage as needed
Requirements
2–5 years of payroll experience, with added value given to construction or multi-state payroll exposure
Working knowledge of end-to-end payroll practices, payroll tax rules, and regulatory compliance requirements
Experience using payroll platforms such as ADP Workforce Now, Dayforce, Paychex, or comparable payroll systems
Familiarity with union payroll processing and certified payroll reporting is preferred
Strong Microsoft Excel skills, including formula use, reconciliations, and payroll data analysis
Excellent organizational skills, attention to detail, and the ability to manage multiple deadlines effectively
Clear communication skills and the ability to work effectively with both field teams and office staff
Associate’s or Bachelor’s degree in Accounting, Finance, or a related area preferred
CPP certification is a plus
