We are looking for a detail-oriented Payroll Specialist to manage payroll processes and ensure compliance with federal, state, and project-specific labor regulations. This role requires expertise in certified payroll reporting, timekeeping accuracy, and regulatory compliance, with a focus on public works and prevailing wage projects.
Job Responsibility:
Accurately process and verify weekly employee timecards to ensure completeness and compliance
Collaborate with field staff and supervisors to address and resolve discrepancies in time reporting
Prepare and submit certified payroll reports in line with prevailing wage requirements using platforms like LCPtracker and eComply
Perform manual certified payroll reporting when necessary and ensure proper classification of workers and wages
Track and report compliance with federal and state prevailing wage laws, including the Davis-Bacon Act and California labor regulations
Maintain organized and audit-ready payroll records in adherence to company and regulatory standards
Compile and submit monthly reports for Owner Controlled Insurance Programs () and project-specific labor compliance
Monitor and document workforce eligibility and compliance status for Skilled and Trained Workforce and Section 3 requirements
Respond to internal and external audit requests and ensure all payroll documentation is accurately stored
Coordinate with project managers and insurance administrators to address project-specific labor compliance needs
Requirements:
Minimum of 2 years of experience in payroll, certified payroll, or labor compliance, preferably in the construction industry
Proficiency with certified payroll systems such as LCPtracker, eComply, or similar platforms
Strong knowledge of the Davis-Bacon Act and California prevailing wage laws
Familiarity with Skilled and Trained Workforce and Section 3 compliance requirements
High attention to detail and accuracy in data entry and reporting
Advanced proficiency in Microsoft Excel and payroll-related systems
Excellent organizational and communication skills
Nice to have:
Prior experience working on public works or government-funded projects is a plus
