Job Description:

My client, a government contracting organization, is looking to hire an experienced Payroll & HR Manager to support end-to-end payroll operations and core human resources functions. This is a 100% on-site role and best suited for someone who enjoys being hands-on and working closely with employees and leadership.

Job Responsibility:

  • Own full-cycle, biweekly payroll processing, including time collection, benefit deductions and contributions, wage garnishments, payroll audits, and issue resolution in partnership with a third-party payroll provider, while ensuring compliance with all local, state, and federal regulations
  • Manage full-cycle recruiting efforts, including job postings, candidate screening, background and reference checks, and offer preparation
  • Lead the onboarding process for new hires, ensuring accurate completion of paperwork, coordination of training and orientation, benefits enrollment, and payroll setup
  • Administer employee benefit programs, including enrollments, changes, payroll deductions, and coordination with external benefits and retirement plan administrators
  • Oversee employee time-off programs and administer leave processes, including FMLA
  • Support employee relations matters such as investigations, conflict resolution, performance management, training, and coaching
  • Manage workers’ compensation processes and support ADA accommodation requests as needed
  • Facilitate offboarding and termination processes, including exit interviews, documentation, and coordination of continuation of benefits
  • Prepare and analyze payroll and HR reporting for internal stakeholders

Requirements:

  • At least 6 years of professional experience supporting payroll and human resources functions in a fast-paced environment
  • Solid understanding of payroll operations, including compliance with applicable federal and state regulations
  • Experience supporting core HR functions such as benefits administration, employee relations, onboarding and orientation, and performance management processes
  • Exposure to unionized environments and collective bargaining agreements
  • Familiarity with HRIS and timekeeping systems
  • experience with UKG/Kronos is a plus
  • Strong working knowledge of employment, labor, and civil rights laws and regulations at the federal and state level
  • Experience maintaining accurate HR records and personnel files in accordance with established practices and policies
  • Demonstrated ability to handle sensitive and confidential information with discretion and professionalism
  • Willingness and ability to travel to off-site locations as needed
  • Professional HR certifications (SHRM-CP, SHRM-SCP, PHR, SPHR) preferred but not required
  • Individual contributor role with no direct supervisory responsibilities

  • Familiarity with HRIS and timekeeping systems
