We are seeking a highly organized and detail‑oriented Payroll Administrator II to join our team on a contract‑to‑hire basis. This hybrid position, based in downtown Houston, supports payroll processing, prevailing wage compliance, reporting, and payroll tax activities. Job Responsibility:
Ensure employee compensation meets or exceeds prevailing wage requirements for government contracts and projects
Generate and submit accurate prevailing wage and certified payroll reports (e.g., Form WH‑347) in compliance with federal and state regulations
Coordinate with payroll to ensure correct pay rates for employees assigned to prevailing wage projects
Track and resolve discrepancies in wage rates, benefits, and overtime
Respond to requests for documentation, clarification, wage determinations, and employee classifications
Maintain organized records including hours worked, wage rates, and project-specific information
Process weekly and semi‑monthly payroll for employees across multiple states
Ensure accuracy of hours worked, deductions, benefits, and tax calculations
Maintain compliance with federal, state, and local payroll regulations
Address employee questions regarding pay, deductions, and benefits
Partner with HR to resolve payroll concerns or discrepancies
Maintain confidential and accurate payroll records
Coordinate with Finance to reconcile payroll discrepancies and process adjustments
Assist with payroll tax reconciliations and respond to agency notices
Stay current with payroll tax law updates and ensure changes are incorporated into payroll processes
Requirements:
Bachelor’s degree in Business, Human Resources, Accounting, or related field preferred
3+ years of experience in prevailing wage compliance, government contracting, or payroll administration
Strong familiarity with federal, state, and local prevailing wage laws (e.g., Davis‑Bacon Act)
Experience with certified payroll reporting and wage determination processes
Knowledge of payroll tax compliance and reporting requirements
Strong understanding of prevailing wage regulations across multiple jurisdictions
High attention to detail and accuracy in reporting and documentation
Proficiency with payroll systems (e.g., Rippling, Paylocity, Paycom) and Microsoft Office Suite
Excellent time management and organizational skills
Ability to handle confidential information with discretion
Strong written and verbal communication skills
Ability to multitask and thrive in a fast‑paced environment
