The Applications Development Senior Group Manager is responsible for accomplishing results through the management of teams focused on application systems tied to Payments Data transformation. This full stack technology role involves developing scalable, enterprise-grade applications and leading significant business transformation efforts. The candidate should possess expertise in areas such as Big Data, Microservices, Java, front-end technologies, and cloud environments. Payments Messaging and Payments Data knowledge is critical for the role. The position includes responsibilities for guiding technical strategy and ensuring compliance with policies and industry standards, all while driving innovation and fostering team culture.
Job Responsibility:
Manage/develop multiple teams of technology professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions) as well as ensure team adheres to best practices and process
Develop vision for team around roles and responsibilities, and structure team to ensure greatest impact, efficient use of resource, and alignment to business structures
Prepare and present regular team/project reviews to senior technology management and business leaders
Drive the design and development of system architecture based on latest technology stack, work with end-users of the systems, and enhance the quality of deliverables
Ensure staff follows Citi documented policy and procedures as well as maintain desktop procedures and supporting documentation for filings on a current basis and in comprehensive manner
Work with a wide variety of business and tech teams and help them drive towards an everything-as-code and a codified controls mind-set
Support and drive cultural change, instigating critical thinking about controls and processes and encouraging a culture of continuous improvement
Connected to latest technologies, like Generative AI, and keen to put them in practice
A self-starter with the ability to work effectively in teams and remotely
Shows enthusiasm and develops trust through empathy

Monitor and manage approach/end results, budgeting, planning, policy formation, and contribute to future strategy of the area(s)
Ensure change is managed with appropriate controls, documentation, and approvals including implementation of new and revised regulatory reporting requirements
Research and resolve issues, provide recommendations, and escalate to senior management as needed
Manage and maintain all disaster recovery plans, oversee appropriate testing, and provide permit-to-operate for new applications
Lead and deliver local staff forums, present global, regional, and location news and updates to engage team in the progress of organization
Contribute to defining and implementing best practices and processes for the department and ensure transparency and consistency across teams
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards
Requirements:
15+ years experience of application development industry experience, with a minimum of 10 years of hands-on experience specializing in the leadership and hands-on development of franchise-critical applications
10+ years experience leading large technology transformation initiative
8+ experience in large technology development experience
8+ years experience in Big Data Org
5 + years Microservices experience
5+ years hands-on experience in Java, Spring, Spring Boot, Spring Cloud, J2EE Design Patterns, REST services, MicroServices, Docker/Kubernetes, messaging product like Kafka
Deep understanding on design Highly Available and Highly Scalable Systems
Front End Technologies like JavaScript and Angular version, CSS2/CSS3, HTML
Hands-on experience in relational (Oracle/DB2), No-SQL (MongoDB), Unix commands
Hands-on experience on working / deploying application on Cloud
Hands-on experience in code testing tools like Junit / Mockito / Cucumber
Deployment Acquaintance in Apache Tomcat, Open shift or public cloud environments
Expertise in Test driven development (Junit, JMeter), CI/CD, Build, Version Control & Development tools
Familiar using AI tools to improve the development team’s productivity
Experience with Scaled Agile is a must
Knowledge of Agentic AI is a plus
Experience managing global technology teams
Payments Messaging and Payments Data knowledge is paramount
Working knowledge of industry practices (ISO 20022, Sanctions, AML) and standards
Consistently demonstrates clear and concise written and verbal communication
Excellent analytical and problem-solving skills and the ability to work well independently
Experience working with business analysts, database administrators, project managers and technical architects in multiple geographical areas
Strong problem-solving skills, business acumen, and demonstrated excellent oral and written communication skills with both technical and non-technical audiences
Skilled in customer and leadership presentations
Experience with Agile Software Development Lifecycle methodology and related tooling. For example -JIRA, Scrum
Experience in the Financial Services industry is required
