We are seeking a dedicated Client Service Representative – Outreach to support beneficiaries through in-person outreach, education, and enrollment assistance for the CA HCO program. This role requires frequent travel to community sites. A personal vehicle, valid CA driver's license, and auto insurance are required.
Job Responsibility:
Conduct face-to-face outreach and provide enrollment broker services to beneficiaries in both group and individual settings
Present Managed Care options and assist beneficiaries in understanding and utilizing their healthcare plans
Support participants with enrollment and disenrollment processes
Provide assistance to Enrollment Service Representatives and support management with training new staff
Build and maintain positive working relationships with county staff, community groups, and HCO clients
Conduct ongoing training sessions for county staff on the HCO program
Perform accurate data entry for enrollment/disenrollment transactions
Transmit required data to central operations in compliance with program procedures
Assist beneficiaries with medical exemption and waiver inquiries and provide status updates
Document daily activities in the CRM system
Review internal knowledge base content and suggest improvements
Follow established procedures, maintain attention to detail, and meet minimum performance standards
Communicate compliance issues or quality concerns promptly to management
Make recommendations to improve workflow and service efficiency
Support field operations across any assigned office as needed
Attend community events and health fairs to promote program awareness
Complete other tasks as assigned by management
Build effective relationships with customers and monitor progress toward program goals
Conduct regular follow-ups to ensure needs are met and resolve questions or concerns
Facilitate workshops or training sessions for program participants
Guide customers through multiple phases of the application and benefit-award process
Help customers access supportive services such as education, transportation, medical resources, childcare, and more
Maintain accurate and timely case notes for all customer interactions
Collaborate with team members to solve participant issues and share outreach updates with project staff
Communication identified barriers that may hinder customer engagement
Requirements:
High School diploma, GED, or equivalent
Knowledge of the local community
Computer literacy, including MS Office (Excel, Word, PowerPoint)
Ability to learn new software quickly
Typing speed of 20+ WPM
Valid CA driver's license, auto insurance, and reliable personal vehicle
Strong organizational, interpersonal, written, and verbal communication skills
Ability to work independently and as part of a team in a fast-paced, deadline-driven environment
Ability to travel throughout assigned counties
Spanish Fluency in threshold languages (speaking, reading, and writing)
Nice to have:
Six months of human services experience or related public-facing work
Experience in presentations, teaching, marketing, community outreach, public relations, or similar roles
Experience working with low-income and diverse populations
Ability to present information clearly, interactively, and in a culturally competent manner
