The Navigator provides in-person health insurance enrollment services to potential enrollees, provides education for potential enrollees about the NYHBE and the types of health insurance programs offered through the NYHBE, provides education on, and facilitates enrollment into, Qualified Health Plans (QHPs), supplementary plans available through the Exchange (if offered), and/or into Insurance Affordability Programs (IAPs). Provides enrollment assistance to potential enrollees with the renewal of health plans and assists potential enrollees with grievances, complaints or questions regarding their health coverage or a determination related to their coverage. The Navigator will provide information in a fair and impartial manner that is culturally and linguistically appropriate and disability accessible for the populations being served under the Exchange, including individuals with limited English proficiency. When applicable, the navigator will refer the client to any community-based agency for additional assistance with matters such as mental health, housing, transportation, and primary care providers.
Job Responsibility:
Enrollment and application assistance: Help applicants complete and submit health insurance applications via the NYS Health Marketplace website, including new enrollments and renewals
Education and guidance: Provide fair and impartial information about available insurance plans, such as Qualified Health Plans, Medicaid, Child Health Plus, and the Essential Plan
Problem-solving: Assist with complaints, grievances, or questions regarding health coverage or a determination related to that coverage
Referrals: Connect individuals to other community resources, such as doctors, medical facilities, and other services as needed
Outreach and reporting: Conduct internal outreach to identify uninsured clients and may be required to prepare regular reports and meet performance targets
Accessibility: Ensure information is provided in an “individually appropriate” and “disability accessible” manner, including for those with limited English proficiency
Requirements:
Certification or degree in health/human services or related preferred
Training on insurance plans and the NYS Health Marketplace website completed
History working with insurance plans is helpful
Use of your own mode of transportation is required
Travel related to outreach activities required
Flexibility with work schedule in order to accommodate applicants is required
Must use and understand computer equipment, printers, scanners, fax, telephone, internet, Microsoft Office Suite (Word, Excel, Publisher, Outlook), and other software as needed
Ability to work independently as well as a team, ability to take initiative, ability to network with other agencies
Knowledge of community resources and strong working relationships with community partners
Ability to work in a fast-paced, performance-based environment and meet productivity targets
Able to work some evenings and weekends and adjust schedule as needed
Outgoing, professional, capable of meeting target measures, and knowledgeable about community resources
Excellent oral and written communication skills
Strong interpersonal and communication skills are essential for working with diverse populations
Ability to meet hospital health requirements
Professional in attitude, conduct and appearance
Relates effectively with patients, their families, visitors and other members of the health care team
