The Organizational Change Management Analyst will play a crucial role in supporting a state Medicaid Program by analyzing organizational impacts and developing effective change management strategies. The successful candidate will collaborate with various stakeholders, create training materials, and ensure alignment across multiple Project Management Offices. A minimum of 6 years of experience in healthcare systems and change management is required, with a preferred certification in Prosci. The role offers a competitive salary range of $87,132 to $130,000, depending on experience and qualifications.
Develop OCM deliverables including Change Management Plans, Communication Plans, Stakeholder Maps, and Reinforcement Plans
Review vendor OCM deliverables (e.g., Communication Plans, Training Plans) for quality and alignment
Identify resistance, develop mitigation strategies, and track OCM issues and adoption progress
Support organizational alignment across PMOs and ensure consistent OCM practices
Conduct training needs assessments based on project impacts and stakeholder groups
Develop training materials including user guides, Standard Operating Procedures (SOPs), Quick Reference Guides (QRGs), presentations, facilitator guides, and job aids
Collaborate with Subject Matter Experts (SMEs) to translate technical or process-heavy content into clear, user-friendly training
Deliver training sessions (virtual or in-person) and support end-user readiness
Conduct post-training evaluations, measure outcomes, and apply continuous improvement
Support staffing and training plans for new processes and system changes
Analyze technical, business, and user needs to develop clear requirements documentation
Review project artifacts throughout the Software Development Lifecycle (SDLC) for quality, compliance, and completeness
Identify and report issues, risks, and dependencies
Research business problems and provide recommendations to support decision-making
Ensure project methodologies, processes, and governance standards are followed
Prepare and deliver presentations to business leaders, vendors, and project teams
Develop and execute communication strategies for internal and external stakeholders
Identify communication channels, formats, and frequency to support project transparency and adoption
Promote consistent messaging across PMOs, vendors, and business units
Facilitate communication between business and technical teams to ensure shared understanding
Publish communication materials throughout the project lifecycle
Requirements:
6+ years supporting or developing healthcare systems
3+ years supporting large, complex Medicaid system implementations or Medicaid business operations
3+ years supporting state Medicaid Programs/Medicaid Management Information System (MMIS) with experience in training, communications, or OCM
1+ year working with SDLC methodologies and project management principles
2+ years delivering OCM work (change methodology, stakeholder engagement, communication planning, training, organizational readiness, etc.)
