Job Description

We are seeking an experienced Oracle Project Manager to lead the development, implementation, and execution of complex software applications supporting public infrastructure and operational systems. We are seeking an experienced, hands-on Oracle Project Manager to lead a small, multidisciplinary applications and GIS team through several concurrent, high-impact modernization initiatives. This Oracle Project Manager role combines technical leadership, project delivery, and strategic planning. The ideal Oracle Project Manager candidate will serve as the team’s subject-matter expert, establish a clear execution roadmap, and drive complex initiatives forward in a resource-constrained, public-sector environment.

Job Responsibility

  • Provide technical and strategic leadership across all application, database, and GIS initiatives
  • Define project sequencing, dependencies, and roadmap across multiple concurrent efforts
  • Manage end-to-end delivery of information systems projects
  • Act as a hands-on SME guiding architectural decisions
  • Lead modernization efforts involving Oracle Forms & Reports, Oracle Cloud, and potential APEX adoption
  • Oversee system integrations including Oracle and Java-based applications
  • Partner with GIS specialists on integration and cloud migration strategies
  • Establish and enforce project governance, timelines, milestones, and delivery standards
  • Facilitate requirements gathering and prioritization with business stakeholders and technical staff
  • Communicate status, risks, and recommendations to leadership
  • Improve project workflows, delivery processes, and tool usage including ClickUp
  • Mentor and support team members

Requirements

  • Experience as an Oracle Project Manager leading complex software applications
  • Experience with Oracle modernization, including migration from Oracle 12c to Oracle Cloud
  • Experience with Oracle Forms & Reports
  • Experience with Oracle APEX
  • Experience with ClickUp implementation
  • Experience integrating Java-based systems with Oracle
  • Experience with GIS modernization and cloud migration
  • Experience in public-sector environment
