Job Description

Brookline DPW's Parks and Open Spaces Division seeks an experienced Operations Manager to oversee the daily maintenance and long-term care of the town's parks, athletic fields, playgrounds, cemeteries, school grounds, nature sanctuaries, and public landscapes. Responsible for coordinating staff, contractors, budgeting, planning, and public engagement to ensure safe, high‑quality, and sustainable public spaces for the community.

Job Responsibility

  • Oversee daily maintenance and long-term care of town's parks, athletic fields, playgrounds, cemeteries, school grounds, nature sanctuaries, and public landscapes
  • coordinate staff, contractors, budgeting, planning, and public engagement
  • implement comprehensive maintenance and asset-management plan
  • oversee turf, playground, irrigation, drainage, and infrastructure projects
  • ensure safety and regulatory compliance
  • maintain accurate work order and asset data
  • assist with operating and capital budgets
  • develop standard operating procedures
  • respond to public inquiries
  • play key role in emergency response, including snow and ice operations

Requirements

  • Five to seven years of progressive experience in parks or facility management
  • at least three years of supervisory experience
  • strong knowledge of municipal operations
  • valid driver's license
  • CDL, hoisting, pesticide, or arborist credentials (preferred)

  • Lead the strategic direction and long-term planning for Napier’s open spaces network, including parks, reserves, playgrounds and cemeteries.
  • Drive the development of key strategies and plans, including open space planning, reserve management plans, cemetery growth planning, and water conservation initiatives.
  • Provide leadership and oversight of open space assets, ensuring sustainable, fit-for-purpose outcomes for the community.
  • Partner closely with operational delivery teams to ensure agreed service levels, maintenance standards, and community expectations are achieved.
  • Monitor and report on service performance, asset outcomes, budgets, and levels of service to Council and key stakeholders.
  • Support the successful delivery of capital programmes, ensuring projects are well-planned, effectively managed, and delivered on time and within budget.
