Randstad has proudly partnered with a major Queensland Government agency to source an experienced Operations Manager (Owner's Representative). This role would suit someone from a Mineral Processing background. In this critical leadership role, you will serve as the Queensland Government's on-site operational governance and assurance lead. You won't just be managing daily tasks; you will be the bridge between the Government, contractors, and customers, ensuring that the facility's third-party operator meets strict operational expectations and compliance standards. If you thrive in environments that require high-level influence, rigorous safety oversight, and operational readiness without the need for direct line management, this is the role for you.

Job Responsibility

  • Act as the on-site lead, translating Owner, Contractor, and Customer requirements into clear operational expectations, while verifying third-party operator compliance
  • Define and maintain the Owner's operational governance and assurance framework for early operations—setting essential controls, reporting mechanisms, and escalation pathways
  • Drive exceptional performance through governance and structured decision gates, successfully achieving outcomes without direct line management of the operating workforce
  • Specify minimum standards for safe, repeatable operating practices (e.g., shift handover, permit-to-work, isolation/LOTO, field leadership) and conduct independent, evidence-based reviews
  • Lead user/campaign readiness governance, establish acceptance criteria, coordinate reviews, and provide critical go/no-go recommendations to the executive team
  • Provide strict on-site oversight of high-risk work, ensuring critical controls are sustained, and intervene decisively when control performance falls short

Requirements

  • Experience as an Owner's Representative and/or operational assurance lead in a minerals processing commissioning/operating environment, setting standards and decision requirements and influencing outcomes without direct line control
  • Demonstrated ability to manage third-party operators and drive performance through structured frameworks rather than direct command
  • Deep understanding of high-risk operational environments, including strict safety protocols like LOTO, permit-to-work, and critical control frameworks
  • Exceptional stakeholder management skills, with the ability to confidently provide go/no-go recommendations to executive leadership
  • Secondary School/High School
