The Illinois Department of Central Management Services Bureau of Property Management is seeking an experienced facilities manager in our Northwest Central Region. This supervisory position will manage a team of trades and building & grounds staff for assigned facilities for leased facilities including, but not limited to maintenance and repair of buildings, preventative maintenance programs, grounds keeping services, janitorial services, and security services, and various trades repairs. Responsibilities also include conducting facility inspection reports, reallocating resources to maintain optimal program operation efficiency, reviewing and evaluating, and approving invoices in concert with the bureau's fiscal team. In addition, this position works closely with our Bureau of Strategic Sourcing on contract agreements with vendors related to equipment, commodities, and contractual services required for facilities management. The ideal candidate is experienced in facilities management, supervising staff in multiple locations, strong communication and organizational skills, with attention to detail. Job Responsibility
Under Administrative direction of the Central & Southern Region Facilities Manager, serves as the North/Central Facilities Manager for assigned facilities in the Northwest Central Region
Implements all facilities standardized operational policies, procedures, techniques developed by senior management of the Bureau of Property Management to accomplish the efficiency and cost saving goals of Executive Order 2003-10
Conducts ongoing analysis and research methods of improving facility operational efficiency and cost savings and programs for the facilities management process to proactively identify and resolve deficiencies
Serves as liaison to Agencies, Boards, Commissions, and Universities in the use of assigned facilities
Serves as a full line supervisor
Reviews, evaluates, and approves invoices and confers with Bureau of Property Management (BoPM)/Fiscal Services to process payments for the procurement of facility services and supplies
Coordinates the management of procurement needs of the Region's portfolio with the Regional Facilities Manager
Provides guidance and assistance to Bureau leasing personnel in the review and evaluation of leases
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Requirements
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization specifically in the field of facilities management
Nice to have
Prefers three (3) years of professional supervisory experience
Prefers five (5) years of professional facility management experience
Prefers five (5) years of professional experience enforcing health, safety, and environmental regulations such as the standards enforced by Occupational Safety and Health Administration (OSHA)
Prefers three (3) years of professional experience supervising skilled trades staff
Prefers three (3) years of professional experience with contract management
Prefers two (2) years of professional experience estimating and budgeting for future needs and cost or space, equipment, supplies, and services related to facilities
