To develop, implement, improve and maintain a designated Area of the highway infrastructure of the borough’s network through effective inspection, assessment and recording, including financial management within budget and necessary quality levels in the context of providing excellent customer service, and to ensure that systematic and purposeful reviews of highway inspection, local environment quality assessment and recording of a designated Area is undertaken and to implement the agreed objectives that are derived from legislation, Codes of, national and London guidance and relevant Business Plans in consultation with Line Management. Enforcement activities and educational behaviour change programme to ultimately improve the area. As a key role in the day to day operations you will need to work well under pressure and be able to communicate at all levels.
Job Responsibility:
Undertake inspections and surveys that provide accurate, timely and relevant information reports to the overall condition of the highway network, cycle routes, footways, footpaths and public rights of way, including that of work promoters and statutory undertakers, as a basis for assessment and maintenance of local needs in accordance to legislation, Codes of Practice, National and London guidelines, Local Inspection Policy, procedures and guidelines
Undertake Utility Inspections as per the New Roads and Street Works Act 1991
Undertake Streetscene enforcement using Highways Act 1980 and Environmental Protection Act 1990
To identify specific street scene problems such as Fly tipping, littering, Graffiti and fly posting and take action to resolve the problems
To develop, implement and review periodically frequency of safety inspections, together with the nature and speed of maintenance response to identified defects underpinned from a process of risk assessment including a risk register that ensures a robust defence in the event of any public liability claim
Set up systems to record data and information from all inspections and surveys together with immediate or programmed action including nil returns and utilise with other relevant data and/or information in regular reviews of maintenance practice
Undertake local Environmental quality inspections and interpret data to improve streetscene
Warrant the accuracy and reliability of data collection and processing to produce information on statutory and local performance indicators, spending levels and priorities for a robust maintenance regime
Adopt approved policies and priorities for winter services and Sustainability which are coherent with wider objectives for transport integration, Network Management and Operation, and as means of maximising environmental contribution
To operate and utilise information and communication technology as appropriate to the post’s area of responsibility and to participate with the identification and development of new ICT applications and integration that would improve the overall efficiency of the service delivered within Network Services
To issue relevant Notices or information in accordance with relevant legislation to illegally parked vehicles in the hardstanding in line with national and London policies practices, initiatives and law associated with works and maintenance of the Highway and its assets
To ensure that all information relating to the issues of a relevant Notice and information is recorded accurately and consistently
Identify all associated risks related to achieving successful outcomes
ensuring mitigations are in place and actions undertaken
Help to maintain integrity by ensuring controls and procedures are followed

To assist with all enquiries and communications from a variety of sources, the majority being members of the public

Requirements:
Educated to a standard which will allow further uptake of training, relevant qualifications and ongoing career development
Demonstrable experience with relevant exposure to Highways inspection and assessment in an urban environment
Supporting staff with diverse skills and administrating work areas by promoting equality of opportunity and diversity in effective service delivery to meet value for money and continuous improvements
Able to demonstrate an understanding of policy integration in planning and delivery of local services in an urban environment
Able to demonstrate good communication skills and the ability to build good relationships
Experience of looking holistically at a problem and working through the elements to resolution
Recording accurate data and analysing large amounts of data to support work
Evidence of ability to follow a set process and to develop complex processes to maximise efficiency, while staying within performance targets/ legal guidance
Possession of necessary certifications or ability to work towards Streetworks Qualification Registration
Proven exposure and training of carrying out detailed safety and service inspections and condition surveys, at defined frequencies and knowledge of identifying items for inspection, degree of deficiency and nature and type of response
Demonstrable knowledge of how performance is measured and the mechanisms for monitoring performance targets
Able to develop an understanding of IT systems and mobile working technology
