The awarded contractor shall provide on-site information technology programming services to support the Accountability System utilized for payroll processing, tracking and mission support. The Accountability System is utilized to support missions and emergencies executed by the Pennsylvania National Guard through the JEOC.
Job Responsibility:
Provide on-site information technology programming services to support the Accountability System utilized for payroll processing, tracking and mission support
Review of the current system, system changes to improve the performance of the current system, repair programming issues with the current system and on-going support
Work closely with JEOC staff to make enhancements to the system and develop new functionality
Present ideas for system improvement and upgrades, testing the product in controlled simulations prior to go-live, preparing training manuals for users, and maintenance of the system
Provide services during state activated emergencies to ensure the system is fully operational
Proficient in create, deploy and migrate Power Apps and Power Automate solutions across environments
Proficient in version Azure Repos control using Git, including branching strategies (like GitFlow), pull requests, and code reviews and Azure Boards: Using Agile tools for project management, backlogs, and sprint planning
Assist in the department in troubleshooting, supporting, and advancing the departments .Net Applications (AIM) and SQL databases
Review for efficiencies, interface options, workflow, meta-data, application permissions and overall review of agency databases
Proficient in SQL, SSIS, SSRS, and SQL administrative function. ASP.Net, C#, VB.Net, JavaScript, XML, Webservices, IIS, HTML, CSS, InfoPath
Responsible for data modeling, creating databases and technologies. Ensure architecture and design of the solution is in alignment with overall enterprise architecture
Provide technical expertise in the diagnosis and resolution of an issue, including the determination and provision of workaround solutions. Ensures delivered solutions meets technical and functional/non-functional performance requirements within the agency
Collaborate with the departments Information Technology Office and Office of Administration Deputy to compile, suggest, and present obtainable solutions to enhance the agencies database and reporting needs
Recommend and/or develop a catalog active databases, structure, and owners to include system documentation and procedures
Travel to the agency may be required
Requirements:
7+ years’ Experience writing and debugging SQL queries using tools such as SQL Developer
SQL Server - SQL Server 2018 studio - Microsoft Management Studio, SQL Server, Integration Services, Performance Tools (Database Engine Tuning Advisor & SQL Profiler)
7+ years’ Experience in C#, ASP.NET Core, MVC, .NET (VB) coding and classic ASP.NET Database - Oracle v 12, 19c, MS-SQL Server 2012, 2016,2019
Knowledge and experience with Microsoft 360 (Access, Word, Excel & PowerPoint)
5+ Years working in previous versions of Power Apps, Power Automate
4+ Years Azure DevOps Core Skills such as Azure Repos, Azure Boards
Client-facing experience in a consulting environment among mid-level to senior leadership
4+ years’ Experience with Government IT environment
Effective analytical, conceptual, and problem-solving skills
Ability to manage multiple parallel assignments and meet specified milestones
Advanced knowledge of networking concepts, object-oriented technology, data warehousing, and relational database engines
Minimum Degree Required: Bachelor's degree from an accredited college or university
