Job Description:

The Wyoming Department of Transportation (WYDOT) is looking for a Natural Resources Supervisor in Cheyenne, Wyoming—an opportunity to play a key role in shaping a safe, efficient, and high-quality transportation system for the state. In this position, you’ll work with a high level of independence, guiding important environmental efforts that directly support Wyoming’s transportation projects. As the Natural Resources Supervisor, you will lead and coordinate the Environmental Services Section’s environmental resource program, supervising staff and ensuring projects meet critical environmental standards. You’ll collaborate closely with other WYDOT programs, as well as Environmental Services staff, to successfully deliver environmental compliance in alignment with the Federal Highway Administration. Working alongside the Environmental Services Manager and NEPA Program Supervisor, you’ll help identify compliance challenges and solutions, while contributing to discussions on budgeting, staffing, and overall NEPA-related strategy. This role offers the chance to combine leadership, environmental expertise, and public service—making a lasting impact on Wyoming’s infrastructure and natural resources.

Job Responsibility:

  • Supervises the environmental specialists including wetlands, wildlife and fisheries, cultural, and reclamation within the Environmental Services Section
  • Coordinates with District, PCS, Project Development, Right of Way, Photogrammetry and Surveys, Geology, Bridge, and other WYDOT disciplines to ensure compliance activities are completed in a timely manner
  • Ensures environmental clearance efforts are on schedule to ensure compliance with the Federal Highway Administrations NEPA approach
  • Develops and maintains relationships with federal (Corps of Engineers, Forest Service, Bureau of Land Management) and state agencies (WY Game and Fish, WY Department of Environmental Quality, State Engineers Office) and other non-governmental organizations and private landowners to facilitate and expedite resource compliance activities
  • Participates in public meetings, hearings, and other public involvement efforts associated with WYDOT's environmental process
  • Develops and provides training to WYDOT headquarter and field staff pertaining to the Environmental Services section and WYDOT's commitment to environmental compliance
  • Travels across the state to provide environmental support for WYDOT Districts, attend project reconnaissance meetings, and evaluate environmental compliance of ongoing or completed projects

Requirements:

  • Bachelor's Degree (typically in The Sciences)
  • 1-3 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal
  • OR 4-7 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal

  • evaluates chemical storage, use and disposal, as well as process wastewater pretreatment facilities as required by the city’s IPDES permit. Coordinates with industrial facility personnel to ensure full access to regulated facilities. Assists industrial personnel to identify and evaluate process issues related to regulated used water (wastewater) discharge. Develops records reflecting inspection review of good housekeeping practices, equipment maintenance and calibration and waste management practices for compliance with local, state and federal rules and permit requirements
  • Maintains and uses a varied inventory of monitoring equipment, computer-programmed data loggers and manual and automatically used water sampling equipment. Performs compliance sampling and monitoring of discharge from SIU-regulated industries as required by the city’s EPA/IDEQ permit in a manner that ensures the generation of legally defensible data. Coordinates timing of events with city lab personnel to the maximum extent practicable for efficient use of resources
  • Compiles, collates and interprets monitoring data and presents for review by management and other work groups. Maintains records of industrial discharge flows for planning purposes. Supports various work groups by developing and maintaining data analysis tools that streamline and automate data quality control checks and statistical analysis. Troubleshoots, maintains and upgrades the Industrial User Database user interface on a routine basis. Locates and corrects data quality and integrity issues
  • Manages required pollutant-specific Best Management Practices (BMP) enforcement programs. Develops BMP outreach educational materials and inspection program procedures for use by environmental technicians during inspection of dental office, photographic printing and food service facilities. Coordinates with environmental technicians on a periodic sampling of used water discharge from required pretreatment equipment. Reviews sample analysis results and handles necessary enforcement action until compliance is achieved
  • Ensures all local independent sewer districts maintain and operate pretreatment programs in accordance with the IPDES permits and city agreement to provide pretreatment services. Provides technical assistance and direction to district staff to ensure procedures and inspection protocols are in line with city methods. Provides inspection and sampling technical assistance to independent outside sewer district pretreatment staff. Audits district program activities for compliance with pretreatment program requirements under the city's EPA/IDEQ permit. Provides technical or administrative assistance to environmental technicians in support of their contract-driven work in outside sewer district pretreatment programs. Assists city contractors with special projects. Assists other departments with environmental investigations. Develops Temporary Indirect Discharge Permits for special discharge requests
