Job Description:

Responsible for leading the planning, design, procurement and delivery of municipal capital and operational projects from concept to completion for Arkansas City.

Job Responsibility:

  • Selects, supervises, directs and evaluates assigned staff, processes employee concerns and problems, directs work, counsels, disciplines, and completes employee performance appraisals
  • Chairs and coordinates the City’s CIP Committee, facilitating interdepartmental collaboration to identify, evaluate and prioritize capital projects
  • Leads development of the multi-year Capital Improvement Plan, ensuring accurate cost estimates, justifications and funding strategies
  • Prepares and presents CIP updates and recommendations to the City Manager and City Commission for approval and adoption
  • Ensures integration of CIP projects with the City’s annual budget, grants and long-term financial planning
  • Maintains accurate project data in the City’s CIP database and updates project tracking dashboards for transparency and accountability
  • Delivers assigned capital projects using recognized PM methodologies including PMI, CMAA, or equivalent
  • Develops scopes, budgets, schedules, risk registers, QA/QC plans, and change management strategies
  • Manages all phases of project execution including design, permitting, procurement, construction, commissioning, and close-out
  • Tracks and reports performance using Key Performance Indicators (KPIs) such as CPI, SPI, contingency utilization and milestone completion
  • Prepares RFQs, RFPs, and bid packages and participates in consultant and contractor selection and negotiation
  • Administers contracts for professional services and construction including submittal review, pay applications, RFIs, change orders, claims avoidance and warranty close-out
  • Oversees and maintains City-owned property lease agreements, ensuring compliance with lease provisions, documentation standards and payment schedules
  • Manages the City’s Enterprise fleet management contract and WEX fuel card program, ensuring vehicle lifecycle efficiency, cost control, proper utilization and adherence to maintenance and fuel accountability standards
  • Collaborates with Public Services, Environmental Services, Finance, Legal, Planning and other departments to advance project delivery
  • Serves as the City’s point of contact to KDOT District 5 and for all KDOT permit approvals
  • Coordinates with consultants, contractors, utilities and regulatory agencies to resolve field conflicts and ensures compliance with local, state and federal standards
  • Prepares and delivers project briefings and reports for the City Manager, CIP Committee and City Commission
  • Assists in developing and tracking project budgets within the City’s Capital Improvement Program
  • Works with Finance and the City Manager’s Office to ensure fiscal accountability, proper coding and compliance with funding requirements
  • Seeks, applies for and administers grant-funded projects ensuring compliance, reimbursement and timely reporting
  • Oversees specialized programs such as bridge inspections, stormwater management, fleet and asset management and Title VI compliance
  • Maintains comprehensive project documentation including environmental clearances, ROW, bonding, permits and billing records
  • Plans and facilitates public meetings, briefings and outreach to maintain transparency and build community trust
  • Coordinates with the Communications Office on public notices, press releases and responses to citizen inquiries
  • Captures lessons learned and improves internal PM templates, procedures and tools
  • Mentors staff, fosters collaboration and promotes a culture of safety, accountability, sustainability and innovation
  • Enforces and maintains compliance with all federal, state and local laws and ordinances
  • Complies with all organizational and departmental policies and procedures
  • Operates all job-related equipment, machinery, tools and other aids as required or needed
  • Protects and maintains any confidential information you have access to, whether oral, written, or electronic

Requirements:

  • High school diploma or other equivalent
  • Bachelor’s Degree in Public Administration, Construction Management, Project Management, Business Administration, Planning or a related field
  • Three years of experience managing public infrastructure, construction or capital projects
  • Valid Driver’s License with safe driving record
  • PMP, CCM or PE (Kansas) Certifications preferred
  • Ability to obtain KDOT LPA Right-Of-Way and KDOT Pre-Project Certifications within one year of hire
  • Knowledge of principles and practices of public-sector project and construction management
  • Ability to analyze data, make informed decisions and manage competing priorities under tight deadlines
  • Familiar with environmental regulations, ROW and utility coordination and KDOT/FHWA procedures
  • Skilled in project management software and financial tracking dashboards
  • Working knowledge of municipal budgeting, CIP planning and multi-year financial forecasting
  • Understanding of contracting, cost estimating, scheduling, risk management and value engineering
  • Excellent time management skills and ability to multi-task and prioritize work
  • Ability to fulfill all duties with minimal supervision and to work independently
  • Assess situations rapidly and make logical decisions in a timely manner
  • Analyze facts and exercise sound judgment
  • Ability to effectively manage projects and multiple priorities simultaneously
  • Strong written and verbal communication skills
  • Problem solving and critical thinking skills
  • Strong math, spelling, computer, and calculator abilities
