Delta Solutions & Strategies is seeking a MISO Planner at Headquarters, US Space Command. This position will provide IO Plans, Military Information Support Operations, and Deception Working Group (DWG) Support to establish, fund, execute, oversee, and manage USSPACECOM MISO programs. Execute and manage the MILDEC OAIs and DWG, participate in the military decision-making processes, develop MOPs and MOEs for IO plans and CONOPS, conduct IO planning and manage the TMT.
Job Responsibility:
Provide IO Plans, Military Information Support Operations, and Deception Working Group (DWG) Support to establish, fund, execute, oversee, and manage USSPACECOM MISO programs
Execute and manage the MILDEC OAIs and DWG, participate in the military decision-making processes, develop MOPs and MOEs for IO plans and CONOPS, conduct IO planning and manage the TMT
Provide Deception Activities and Sensitive Activities Planning, Cyberspace, and J2x/J3x Integration support by participating in military decision-making process, fusing publicly available information with intelligence information from multiple disciplines, and coordinating/scheduling attendance at Phoenix Echoes/Review and Approval Processes (RAPs)
Coordinate the planning and execution of IO, conduct real-world IO planning for 3 major exercises per year, and establish and manage MILDEC OAIs and DWG
Provide Military Information Support Operations Planning and Assessment and Publicly Available Information Research Support by participating in military decision-making processes, producing, and coordinating action requirements, coordinating all phases of the joint targeting cycle, and conducting IO planning for 3 major exercises/year
Execute and manage MILDEC OAIs and DWGs and conduct sentiment analysis of the information environment
Provide Deception Activities Management Support at the direction and oversight of the Government/ Military lead, produce, coordinate, and action requirements with relevant USSPACECOM/ Chairman of the Joint Chiefs of Staff directorates to execute USSPACECOM deception activities
Collaborate, resource, integrate deception operations, activities, and investments (OAIs) with appropriate CJCS directorates, Services, Interagency, CCMDs and components
Coordinate, schedule, notify required audiences to attend Phoenix Echoes (PEs)/ Review and Approval Processes (RAPs) as required
Draft and route for Government approval and execute MILDEC and DISO plans and orders
Track and report on all MILDEC and DISO OAIs and deception assessments
Develop MILDEC and DISO concepts of operations (CONOPs) and coordinate MILDEC and DISO with Counterintelligence
Develop and assess MOP and MOE regarding deception plans
Prepare reports, presentations, and plans required for periodic updates
Track and enter assessments of operations, activities, and investments (OAIs) into the Defense Readiness Reporting System (DRRS), the Department of Defense (DoD) Command and Control of the Information Environment (C2IE) platform, and other resourcing boards as applicable
Fuse publicly available information with intelligence information from multiple disciplines
Utilizing open-source research and associated tools, conduct specific MILDEC and DISO capabilities, plans and authorities’ analysis to identify potential gaps and develop appropriate options for supported plans, CONOPs, and/ or targeting efforts to achieve desired effects
Participate in military decision-making processes (i.e., JOPP, MDMP, etc.), developing MILDEC and DISO assessment and collection plans
Assist USSPACECOM J395 in tracking and integrating deception planning and policy considerations into component, joint, and combined exercises
execute functional responsibilities for real-world and exercise events
Support three major USSPACECOM exercises a year including support to 24/7 operations during exercise and real-world events
Requirements:
Clearance: TS/SCI Required
Bachelor's degree and 3-10 years of experience or master's degree required
5+ years of relevant experience may be traded for degree requirements
SME – Deep experience in initiating and/or developing Government specified content for USSPACECOM J39 Division Chief
Expert understanding and practical experience in how to influence relevant actor perceptions, behavior, action or inaction, and human and automated decision making in and through the information environment
Excellent understanding of MILDEC, DISO, signature reduction, cyberspace operations and counter-intelligence operations
Ability to fuse publicly available information with intelligence information from multiple disciplines including HUMINT, SIGINT, IMINT and other disciplines
Experience in providing strategic advice, technical guidance, analysis and recommendations for mission and program challenges
Has the specific skills, knowledge, and comprehension to perform all task functions quickly and accurately without supervision or assistance
