Amentum is seeking a Mid-Level Human Intelligence (HUMINT) Targeting Officer support our U.S. Department of Energy and Counterintelligence (DOE-IN) contract. Positions will be based in the Washington, D.C area.
Job Responsibility:
Serves as a HUMINT Targeting Officer (HTO) in support of activities for the identification, collection and dissemination of foreign intelligence (FI), counterintelligence (CI), and cyber intelligence collected from overt HUMINT sources and by other means
Compile targeting information into clear concise packages which are delivered to HUMINT collection activities for action
Work directly with HUMINT collection managers and collectors as needed to support ongoing HUMINT activities over the entire life cycle of the activity
Conduct liaison with national level intelligence organizations as appropriate to effectively develop, coordinate and deconflict activities
Requirements:
Active Top Secret Clearance
Bachelor’s Degree from an accredited university or college, preferably in a field related to geopolitical/national security studies, or other relevant fields. Additional years of experience may be substituted for degree requirements
Formal HUMINT collection support and/or HUMINT targeter training from at least one of the following courses (or another equivalent): Joint CI & HUMINT Staff Officer (J2X) course
Joint CI & HUMINT Management Course (JIMC), Joint CI & HUMINT Analysis and Targeting Course (JCHATC)
Operational HUMINT Targeting Course (OHTC)
CHOTC, FHTC, or Embassy based targeting officer course
Seven (7) years’ experience supporting HUMINT activities identifying national security information sources in order to develop new lines of effort for Human Intelligence (HUMINT), Counterintelligence (CI), or technical collection for globally postured strategic customers
Experience collaborating with collection managers to identify critical information gaps, conduct CI/HUMINT Mission and Target Analysis, and be able to perform OSINT and classified database research to drive lead generation for potential sources that can resolve intelligence needs
Must be able to collaborate effectively with individuals at all levels, and in an environment of fast breaking, dynamic situations
Must have strong communication skills and well-developed time management and multitasking abilities
Must have prior collection support experience applicable to intelligence issues central to the Department’s mission such as advanced science and technology, commercial or military nuclear technology, weapons of mass destruction nonproliferation/counter-proliferation, energy security, and cyber security, or other relevant areas
Possess knowledge of research methodologies and toolsets, and specific experience with manipulating large datasets using common data analysis and visualization software
Experience with a primary USIC agency, HUMINT support training, and broad range of IC contacts is desired
