NTT DATA is seeking a Medicaid Scope and Scheduling Analyst to join and support the IL MES Planning and Assessment Project Management team. This role coordinates program-level scope and schedule to ensure deliverables and milestones are defined, baselined, and executed in alignment with program objectives. The analyst develops and maintains an integrated master schedule (IMS) and work breakdown structure (WBS).
Job Responsibility:
Partner with PMO leadership, workstream leads, vendors, and client stakeholders to define, document, and baseline program scope (deliverables, milestones, assumptions, and acceptance expectations)
Develop and maintain the Integrated Master Schedule (IMS) and Work Breakdown Structure (WBS), including milestone logic, sequencing, dependencies, and critical path analysis across multiple workstreams
Integrate workstream plans, task order deliverables, and recurring governance cadences (e.g., reporting cycles, sprint/iteration cycles, and phase exit criteria) into a coherent program-level plan
Maintain dependency/constraint tracking (e.g., required client inputs, approvals, access, and external deliverables) and communicate downstream impacts to milestones and the critical path
Monitor progress against baseline
perform variance analysis, identify slippage drivers, and facilitate corrective actions and reforecasting with accountable owners
Support scope and schedule change control by documenting change requests, evaluating schedule impacts, updating baselines as approved, and maintaining traceability to decisions
Prepare and present governance-ready schedule and scope artifacts (dashboards, look-ahead plans, risks/issues, and decision points)
Facilitate regular scope/schedule reviews with project teams to confirm upcoming work, validate readiness, and clarify responsibilities
Coordinate with risk/issue management and reporting leads to ensure schedule-related risks, assumptions, and dependencies are captured and reflected consistently across PMO artifacts
Use project management tools to maintain schedules and reporting views, ensuring accuracy, version control, and accessibility for team members and stakeholders.
Requirements:
Bachelor's degree or higher from an accredited college or university in a related field, such as Project Management, Business Administration, or Healthcare Management
Minimum of 3 years' experience in project scope management and scheduling analysis, preferably within Medicaid or healthcare IT environments
Minimum of 3 years' experience in project management methodologies, including Agile and Waterfall approaches, with a solid understanding of PMO operations
Strong analytical skills with the ability to assess project requirements, identify dependencies, and develop comprehensive schedules
Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and project management software (e.g., Microsoft Project, Primavera) for scheduling and reporting
Excellent verbal and written communication skills, with the ability to effectively interact with stakeholders at various levels
Strong organizational skills and attention to detail, with the ability to manage multiple tasks and prioritize effectively
Ability to work independently and as part of a team, demonstrating professionalism in all interactions.
Nice to have:
Certification in Project Management or Scheduling Professional (e.g., PMP, CAPM, PMI-SP) or a related credential
Experience with Medicaid Management Information Systems (MMIS) and familiarity with Medicaid policies and regulations
Experience with advanced scheduling techniques and/or data analysis tools to support schedule development and performance reporting
