Job Responsibility

  • Gather data to evaluate available products, services, and suppliers to identify the most suitable options that align with the state’s outcomes and needs
  • Review existing contracts, evaluating the effectiveness of current suppliers and identifying potential new partners who can deliver value-added solutions
  • Provide actionable insights for the client that will guide the project team in making informed acquisition decisions
  • Collaborate with project team members to develop procurement strategies that support overall project goals
  • Develop acquisition materials, support execution of procurement processes, and support contracting as needed
  • Document clear requirements on behalf of the state ensuring state and federal procurement rules are adhered to, and appropriate vendor selection and contracting factors are included in the procurement
  • Assist with the organization, leadership, and management for requirements gathering and validation activities
  • Write and manage requirements, required acquisition materials, solution prompts, and scoring criteria
  • Assist with and / or facilitate review sessions for requirements, required acquisition materials / document, solution prompts and scoring criteria
  • Effectively communicate with the client and other project stakeholders
  • Present findings, recommendations, and justifications for proposed procurement approaches ensuring a clear understanding of the rationale behind the decisions
  • Evaluate various procurement approaches including traditional and innovative acquisition strategies
  • Provide input to the development of modernization roadmaps and sequencing recommendations, including assumptions, dependencies, and reuse opportunities
  • Demonstrate an understanding of business and technical requirements gathering and support functional workflow, business process, and information flow discussions

Requirements

  • Bachelor’s degree or equivalent work experience
  • Minimum of 2 years of procurement analysis, preferably within a public sector or healthcare environment
  • Minimum of 3 years of direct experience drafting and finalizing procurement documents / materials including:
  • Minimum 1 year of experience with Request for Proposals (RFPs), Requests for Information (RFI), Invitations for Bid (IFB), Master Services Agreements (MSAs), Task Orders (TOs), etc.
  • Minimum of 1 year of experience with proposal scoring criteria, benchmarks, and score sheets
  • Minimum of 3 years’ business analysis skills and experience
  • Minimum 1 year in data analysis tools and project management software
