The Master Scheduler role involves developing and maintaining an Integrated Master Schedule (IMS) using Microsoft Project for a multi-project program. The Master Scheduler will work closely with the State staff and acting as the trusted partner supporting the full system life cycle of projects within the program by creating and maintaining an Integrated Master Schedule (IMS) with reporting on critical path, staffing allocations and task slippage, and advising project teams on the creation and maintenance of individual project schedules. The Master Scheduler will oversee the scheduling process throughout the program with support from a junior scheduler. They will report into the program PMO.
Job Responsibility:
Developing and maintaining an integrated Microsoft Project resource-loaded schedule across multiple projects
Implement a cloud based or on premises environment working with the client and migrate existing IMS and Project schedules from MS Project to the new environment
Maintain Integrated Master Schedule (IMS) based on Contract Work Breakdown Structure
Support integration of projects using multiple SDLC methodologies into the IMS
Support an Agile methodology Integrated Master Schedule (IMS)
Advise Project Management of individual projects on detailed project planning and scope development for implementation of software solutions
Develop, maintain and continually analyze an achievable master schedule critical path for project, program and contractual milestones
Work with project teams to resource load individual project schedules and analyze resource allocations across the program for over and under allocations
Prepare project and program status reports based on current and forecast schedules
implement and maintain schedule change control
Ensure individual contracts’ WBS are properly updated and current
Conduct and facilitate weekly IMS reviews with program team
Prepare trend analysis to identify problem areas and submit recommendations for corrective actions
Prepare cost control, performance measurement reports, cost and schedule variance analysis reports, forecasts and studies
Develop and maintain enterprise level custom fields and objects in Microsoft Project Server
Perform project management functions including analyzing program oversight requirements, establishing and maintaining project schedule policies, and projecting out-year requirements
Actively monitor project performance metrics to validate providing independent assessments of performance issues to upper management based on schedule metrics analysis
Mentor Project Managers on scheduling best practices and industry standards
Create and maintain a graphic representation of the Program Roadmap, within the MS roadmap feature
Support “what-if” schedule scenario analysis
Develop scheduling status reports and regular schedule deliverables, which are reviewed at Program Management meetings
Requirements:
5+ years developing and maintaining schedule in Microsoft Project, including experience managing resource loaded schedules and maintaining Critical Path
3+ years experience integrating multiple schedules into an integrated master schedule (IMS)
3+ years experience collaborating with multiple vendors to ensure schedule compliance with a Schedule Management Plan
3+ years implementing and maintaining a Microsoft Project server or equivalent Microsoft online environment
Minimum 3 years experience facilitating program/project schedule meetings, proving insight on resource management, critical path and project interdependencies
Minimum 3 years experience performing peer review and Quality assurance for new project schedules
Minimum 3 years experience providing ongoing guidance and suggested improvements to schedules that are maintained by other Project Managers
5+ years using other office products (Outlook, Word, Excel, Power Point, and SharePoint)
Bachelor's degree in relevant field or equivalent work experience
Microsoft Project Certification
Nice to have:
Experience with MS Project Macros and Reports
Experience with State programs, especially Medicaid
PMP certification
PMI_SP Certification
Experience with developing/maintaining program-level scheduling standards and procedures
