Under the authority and responsibility delegated by the Assistant Director-Administrative Services, and in accordance with the ICC’s budget and appropriations, responsibilities include assisting with the development, analysis and interpretation of statistical and accounting information in order to appraise operating results, performance against budget, and other matters bearing on the fiscal soundness and operating effectiveness of the organization.
Job Responsibility:
Approve and monitor expenditures under the authority and responsibility delegated by the Assistant Director-Administrative Services, and in accordance with the budget appropriations
Responsible for ensuring compliance with the many guidelines for Accounts Payable process (e.g. SAMS Manual, Accounting Bulletins, State Travel Regulations, interest calculation and payments, Statewide ERP guidelines, etc) Resolves outstanding vendor invoice issues
Prepares and/or reviews and approves account reconciliations
Approves appropriation and budget allocation transfer entries
Responsible for the review/preparation of agency reports to the Office of the Comptroller required by the Statewide Accounts Management System procedures including accounts receivable, fixed assets, serves as Agency Lead in the preparation for the agency’s GAAP packages, etc
Supervise and direct staff of the Financial Information Section
Responsible for the annual preparation and/or review of the Transportation Fund Annual Report, Agency Fee Imposition Report, Tax Expenditure Report, and other reports as requested
Serves as primary liaison with internal and external audit for financial reviews and issues
Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above
Requirements:
Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in accounting and finance preferred
Requires three to five years of responsible State of Illinois Accounts Payable experience
Requires the applicant to pass a background check and self-disclosure of criminal history
Nice to have:
Prefers working knowledge of manual and automated accounting systems
