Job Description:

Direct personnel involved in establishing, promoting, maintaining, and improving security and property protection programs. Serve as site’s Facility Security Officer (FSO) as required by the Maritime Transportation Security Act (MTSA).

Job Responsibility:

  • Manage all aspects of contract with security risk management partner/company
  • Create and revises post orders
  • Initiate and oversees the development, implementation, administration, monitoring, and improvement of security/loss prevention plan, policies, programs, procedures, and protocols designed to protect company personnel, assets, plant operations, business partners, vendors, visitors, and community
  • Initiate and revises Standard Refinery SOP Manual in all security-related areas
  • Implement all required government and company security programs and protocols
  • Manage the ongoing administration, maintenance, audits, and upgrades of all required security programs and procedure
  • Ensure the site security response systems and procedures are coordinated and aligned with federal, state, local, industry, and company threat levels and issues
  • Oversee security office facilities, systems, and equipment, including surveillance equipment, and badge identification systems
  • Determine and allocates security resources routinely, and modifies as needed
  • Establish operational procedures for activities such as gate access, traffic control, guarding and patrolling physical property, orienting and monitoring personnel involved with classified information, conducting random and targeted audits, and investigating accidents and criminal acts
  • Coordinate the security aspects of a site emergency, including securing the perimeter, controlling access points, assisting with mutual aid, coordinating with refinery emergency personnel and area law enforcement, and evacuating contractors and employees as needed
  • Plan and conduct physical security audits, and prepares comprehensive and well-documented reports of findings
  • Ensure inspection of the perimeter fencing and lighting, and coordinates with maintenance to correct any deficiencies
  • Ensure the correct operation, maintenance, and repair of refinery’s camera and personnel access control systems
  • Ensure key & lock control, including key duplication
  • Ensure compliance with vehicle access control policy
  • Prepare appropriate reports regarding losses, vulnerabilities, and violations as they affect plant operations
  • Develop and manages annual site security budget
  • Initiate work orders, service orders, material requests, major project installations, and/or renovations for fencing, lighting, cameras, alarms, badging systems, vehicle access control systems, and security facilities
  • Confer with management to formulate policies, determine need for programs, and coordinate programs with plant activities
  • Serve as a resource for issues involving plant security
  • Stay abreast of the latest security issues, methodologies, and equipment
  • Advise management and recommends upgrades to refinery security operations
  • Acts as refinery representative while working with internal and external entities
  • Work closely with government, law enforcement, firefighting, emergency agencies, and private sector organizations at local, state, and national levels
  • Manage security programs at the refinery that fully comply with 33 CFR Part 105

Requirements:

  • High School diploma or GED required
  • 10 years of security and/or law enforcement experience, including leadership experience in crisis situations required
  • 3 years of Supervisory/Management experience required
  • Experience working with the public and government agencies required
  • Must possess or be able to obtain a Transportation Worker Identification Credential (TWIC) within specified timeframe required
  • Must possess or be able to obtain a valid Driver's License within specified timeframe required
  • Able and willing to work on-site, in-person at the Valero Meraux Refinery, required
