Job Description

The Manager of Engineering is responsible for providing technical leadership, functional management, and execution oversight across engineering disciplines. Reporting to the Group Director of Engineering Services, this role ensures that engineering deliverables meet corporate quality standards, project requirements, and regional regulatory expectations. The role includes managing departmental initiatives, elevating engineering tools and processes, driving talent development, balancing manpower resources, supporting proposal efforts, and participating in both internal and client-facing technical engagements.

Job Responsibility

  • Establish and drive department goals, initiatives, and long term development plans
  • Advance departmental tools, systems, and engineering capabilities
  • Recommend and evaluate new technologies, engineering software, and technical training
  • Review, update, and improve department procedures, work instructions, and workflows
  • Identify skills gaps and training needs
  • promote structured development for team members
  • Assign and balance manpower across projects to optimize utilization and efficiency
  • Forecast future resource needs based on expected workload and pipeline of opportunities
  • Conduct annual performance reviews and oversee employee growth and career progression
  • Support proposal development by assessing project requirements, preparing technical inputs, and developing engineering deliverable lists
  • Develop and validate engineering manhour estimates, staffing plans, and resource curves for conceptual, FEED, and detailed engineering phases
  • Provide technical input on cost, schedule, execution strategies, and engineering assumptions
  • Participate in internal and client-facing business development meetings as a senior technical authority
  • Provide senior management oversight for conceptual, FEED, and detailed engineering activities
  • Support projects by clarifying scope of work, engineering deliverables, design basis, and operating philosophies
  • Identify engineering risks, scope growth, and change impacts affecting cost, schedule, and manpower
  • Ensure technical accuracy and completeness of all engineering deliverables, including: Calculations
  • Specifications and data sheets
  • Material requisitions
  • Drawings and other engineering documents
  • Ensure compliance with all relevant codes, standards, federal/state regulations, and corporate engineering practices
  • Ensure adherence to QatarEnergy, regional NOC, and Middle East/Africa engineering standards and review processes
  • Participate in technical and procedural lessons learned reviews
  • Support the establishment and expansion of engineering capabilities in the Doha office, including staffing, workflows, and alignment with global execution centers
  • Coordinate engineering execution between Doha, Houston, and international offices to ensure unified standards, quality consistency, and effective resource sharing

Requirements

  • Bachelor’s degree in Civil, Mechanical, Chemical, or a related engineering discipline (Master’s preferred)
  • Qatar Engineering License (MME/MMUP/UPDA) required
  • Minimum 15 years of engineering experience
  • Strong knowledge of applicable industry design codes, standards, and their application to pipeline engineering
  • Demonstrated experience across conceptual, FEED, and detailed engineering phases
  • Prior experience managing or supporting multiple concurrent projects
  • Pipeline field experience includes routing and construction activities
  • Proven experience working with NOCs and PMC/EPCM clients in the Middle East and Africa
  • Proficiency with engineering software tools and industry applications
  • Excellent written and verbal communication skills
