The Amentum Space Mission Division Human Resources Manager serves as an advisor to the Director of the Enterprise Operations and provides leadership across all Human Resources functions. This role oversees the full employee lifecycle while ensuring compliance with company policies, labor laws, and government-contracting requirements. This position leads a team of HR professionals across Learning & Development, Benefits, Employee Relations, and Talent Acquisition, delivering high-quality HR services in support of NASA programs.
Job Responsibility
Advise executive leadership on workforce strategy, employee relations, and labor law compliance
Design and implement HR programs aligned with business and contract requirements
Lead departmental planning, performance metrics, and continuous improvement initiatives
Administer compensation programs and conduct market and equity analyses
Oversee performance management processes and job description governance
Ensure compliance with federal and state labor laws and government contract obligations
Lead SCA compliance, including wage determinations, classifications, and health and welfare benefits
Serve as the HR authority on SCA matters and compliance risk mitigation
Partner with Payroll and Business Operations to ensure accurate pay and contract alignment
Oversee full-cycle recruitment for exempt, non-exempt, wage-determined, and temporary employees
Partner with Hiring Managers on workforce planning, selection, and onboarding
Analyze career pathing and exit data to inform workforce strategies
Oversee benefits administration, enrollment activities, and issue resolution
Ensure employees receive timely, accurate support throughout their employment lifecycle
Serve as primary HR liaison for union relationships
Lead CBA administration, negotiations, renewals, grievance resolution, and compliance
Lead, mentor, and develop HR staff
Partner cross-functionally with Payroll, Business Operations, Legal, and Contracts
Represent HR in leadership forums and cross-functional initiatives
Requirements
Bachelor's degree with 12 years of related experience
OR Master's degree with 10 years
OR PhD with 6 years
Demonstrated people-leadership experience
Strong knowledge of labor and employment law
Minimum 8 years of full-cycle talent acquisition experience
Proven leadership, communication, and decision-making skills
Advanced HRIS and Microsoft Office proficiency
Experience in government contracting and Service Contract Act administration strongly preferred
Proof of U.S. Citizenship or US Permanent Residency may be a requirement for this position
Must be able to complete a U.S. government background investigation
