The Manager, HR Technology – Talent Acquisition is a strategic, hands-on leader responsible for advancing, integrating, and optimizing the enterprise Talent Acquisition technology ecosystem. This role sits at the intersection of HR strategy, complex system design, automation, and product thinking, with Oracle HCM/ORC as the system of record and an expanding landscape of adjacent recruiting platforms (e.g., conversational AI, CRM, assessments, scheduling, and market-specific ATS solutions). The Manager serves as a trusted internal consultant and product owner, partnering with stakeholders to translate Talent Acquisition, HR, and business needs into scalable technical solutions, orchestrating cross-system workflows, and driving enterprise-level consistency and innovation. They proactively shape roadmaps and lead complex and end-to-end projects that deliver a modern, AI-enabled, high-volume, high-quality hiring experience.
Job Responsibility:
Serve as a trusted advisor to Talent Acquisition, HR, and business stakeholders to diagnose problems, clarify needs, and propose viable technical solutions
Lead solutioning sessions to define requirements, map workflows, clarify acceptance criteria, and align on outcomes
Parter with COEs, business teams, and BPOs to create scalable, consistent, compliant processes and solutions
Translate insights, user feedback, and operational challenges into prioritized enhancements, roadmap updates, and continuous improvement plans
Build strong relationships across HR, Technology, vendors, and markets to ensure cross-functional alignment and integrated delivery
Design, configure, and implement solutions within Oracle HCM/ORC and connected platforms to meet business requirements
Maintain deep expertise in ORC and third-party platform capabilities, limitations, roadmap, configuration options, and integration points
Test new configurations, document detailed functional and non-functional requirements, and support agile development cycles
Support continuous improvement in Talent Acquisition technology through research, experimentation, and adoption of emerging tools
Organize, plan, and prioritize work into quarterly releases and delivery milestones
Track project progress, proactively address risks, and escalate issues to ensure timely delivery of initiatives
Partner with leadership to assess technical complexity, estimate costs, and define scope for solutions
Drive cross-functional collaboration to implement solutions effectively, ensuring alignment with HR strategy and business objectives
Facilitate agile meetings (e.g., sprint planning, daily stand-ups, retrospectives, backlog refinement) to ensure alignment, transparency, and momentum across the team
Maintain and manage the product backlog, ensuring stories and acceptance criteria are well-defined and prioritized in collaboration with business and technical stakeholders
Promote agile principles, collaboration, and accountability within the HR Technology team and across partners
Partner with the Director of HR Technology to ensure quarterly planning reflects team capacity, priority initiatives, and business outcomes
Support communication and visibility of progress to stakeholders through dashboards, sprint summaries, and release notes
Apply agile principles to deliver solutions efficiently while fostering a culture of iterative improvement
Recommend enhancements, experiments, and pilot programs to improve recruiter efficiency, candidate experience, and hiring manager effectiveness
Stay current on HR technology market trends (e.g., AI matching, intelligent workflows, agentic AI, recruiting analytics, automations, MCP-enabled interactions, etc.)
Requirements:
Bachelor’s degree or equivalent in Human Resources, Business Administration, or related field
Minimum 5 years’ experience configuring and delivering solutions in Oracle HCM or equivalent enterprise HCM platforms and adjacent technologies for Talent Acquisition
Proven ability to translate business needs into technical designs, solution architectures, functional requirements, and delivery plans
Exceptional stakeholder management and communication skills across technical and non-technical audiences

Systems Thinker: understands the upstream/downstream impacts across HCM, recruiting, payroll, and global TA tools
