Maintenance Supervisor for Puma Energy, responsible for managing contractors, providing efficient leadership for construction and maintenance field operations, improving equipment availability, controlling costs, ensuring compliance, and driving contractor performance.
Job Responsibility:
Manage the Puma energy contractors
To provide an effective and efficient Management Service translating these into functional requirements, technical specifications, project formulation, design, tender formulation, change management, standard setting, search and selection of vendors, installers and supports, construction and budget
Providing efficient leadership and management to the construction and maintenance field operations and ensure that Puma’s standards and policies are complied with
Improve equipment availability and reliability. Align equipment availability and reliability according with the operation needs. (Increase MTBF and decrease MTTR)
Approve the Annual Maintenance Plan and the Annual Maintenance Budget (Opex)
Cost Control based on equipment budget. Correct deviations from budget based on the analysis of the cost structure
Ensure contractor management for projects and Maintenance to reflect quality of work in a lower TCO of equipment/components, to sustain equipment performance over the assets’ lifecycle
Drive contractor Key Performance Indicators across all functions to ensure all Retail, Terminals, and Business-to-Business maintenance programs are timely executed and delivered to the highest workmanship and standards
Maintain an updated "5 Year Replacement Program" of equipment and components
Ensure compliance with Puma HSE Standards
Develop maintenance goals and KPI’s for contractors and track performance periodically
Reporting
Supervision: Coordinate maintenance activities and ensure that contractors conduct maintenance according to the AMP and within budget and schedule
Ensure compliance of codes, standards, regulation of asset maintenance and TAG compliance
Coordinate with contractors, subcontractors, and suppliers to ensure that materials and resources are available as needed
Report any discrepancies or potential OPEX overruns to the Operations Manager
Communicate effectively with the project team to ensure that all parties are informed of progress, changes, and any issues that arise
HSSE: Ensure that all on-site activities are conducted in compliance with Puma’s safety policies and local safety regulations
Manage the reporting of HSSE non- conformance targets for contractors on a monthly basis and ensure TBT and JSA are conducted
Conduct safety meetings with contractors and operations team
Collaborate with procurement, HSSE and operations team for maintenance vendor HSSE vetting, KYC and review of technical standards
Report all Asset inspection findings that will lead to safety issues and track action and closure
Identify potential hazards on the site and implement corrective actions to mitigate risks
Maintenance: Oversee daily maintenance activities to ensure they are carried out according to Puma Energy safety standards
Ensure all maintenance activities are released and completed on time in TAG
Monitor work progress, ensuring that timelines are adhered to and that any delays are addressed promptly
Ensure implementations and execution of the AMP for Retail, Terminals and B2B
Draft a 10 year forecast for all assets in business segments for effective budgeting and Annual Maintenance Plan. The Annual Maintenance Budget must be done using the Zero-Based Budget method
Continuous improvement activities control derived from performance analysis (KPIs analysis), proactive tasks effectiveness assessment and from root cause analysis to overcome “bad-actors” performance
Maintain an updated program of the turnaround, overhaul and major maintenance of equipment of the facilities
To Implement the Standard Maintenance Policies and Processes defined by the Global Maintenance department
To evaluate (technically and economically) the need to continue repairing or buy a new one (equipment /component)
To control the WO Backlog on a weekly basis to ensure that schedule includes up-dated priority work
To define the criticality of the equipment and components, as well as the criticality of spare parts
in order to define maintenance strategy and prioritize the planning and scheduling tasks
To determine proactive maintenance tasks effectiveness
To control the execution of the Annual Maintenance Plan and the Annual Maintenance Budget. (monthly basis)
To control and reduce the level of corrective work, using Failures Analysis and developing actions to address the “bad-actors” of the equipment performance
To control the contractor performance based on SLA, MTBF and Failure rates
Quality Control: Inspect and review critical work done by contractors and Puma Energy operations team to ensure it meets Puma’s quality standards
Minimize the level of re-works
Address any issues or defects promptly, coordinating with the relevant parties to implement solutions
Ensure that all documentation related to quality control is maintained and up-to-date
Investigate the root cause of the asset failure and put mitigations to eliminate re-occurrence
Ensure that local business segments are aligned with the Puma Maintenance Strategy
Stakeholder Management: Providing guidance to customers / dealers and staff where applicable of Puma’s specific standards and project requirements
Develop and maintain strong relationships with internal and external stakeholders to ensure optimal performance
Lobbying local authorities in respect of fit for purpose legislation and regulation
People Management: Lead, motivate, communicate, develop, appraise and performance manage staff to ensure they are motivated to achieve best performance in order to meet company’s business needs
Coordinate the Dealer responsibility matrix
Train business segments leads and terminal Managers on effective maintenance execution and compliance
Contract/ Contractor Management: Contract holder for Maintenance contracts
Set up Contract management team for contract performance review with (Contractor, procurement, Operations and HSSE)
Monthly report of main KPIS, MMTR, MTBF, Maintenance Budget (Actual vs Target)
To ensure that a safe and healthy work environment exits by adhering to company Environment, Health and Safety policies and ensure compliance with relevant legislations and statutory requirements
Other Responsibilities: Responsible for maintenance of records and files essential to meaningful analysis and reporting of maintenance-related matters
To ensure that the Equipment Hierarchy is based on ISO 14224
To ensure that the Failures codes are based on ISO 14224
Requirements:
University Degree in Mechanical, civil or Electrical Engineering / other Engineering discipline or 5+ years of experience, preferably related to petroleum industry maintenance and construction related
Proven experience in an industrial capacity with proven record of contractor management
Experience establishing and promoting best practices to help improve project visibility and predictability
Previous supervisory and management experience is preferred
Proficiency in maintenance management software TAG, MMS etc
Financial Acumen is required
Strong understanding of Maintenance methods, materials, and regulations
Excellent leadership and contractor management skills
Strong problem-solving abilities and the capacity to make quick, effective decisions
Excellent communication skills, with the ability to liaise effectively with various stakeholders
Knowledge of the international codes and standards in petroleum depots and products as well as knowledge of marine principles
Operation experience in petroleum depots and retail forecourts
Knowledge of high value contract/ contractor management in the petroleum industry, with firsthand experience of large OPEX contract implementation
