Licensing Policy and Administration Team Leader. Initial 12 month contract with the opportunity to extend. Mon to Fri 9am to 5pm (1 day p/w in office 4 days from home). £37 p/hr Umbrella.
Job Responsibility:
Assisting the team manager with management responsibilities for the team, including
managing workloads, allocating/monitoring work, supervising staff: providing a technical advice/ guidance to the team, to ensure the most effective use of resources and deputising, as appropriate to ensure a smooth continuation of service
To be accountable for delivering excellent services to residents in line with the council’s vision, values, resources, strategic and service priorities
for the assigned regulatory and enforcement functions
To fulfil statutory functions as a Responsible Authority service under the Licensing Act 2003, where applicable
and scrutinise, process and comment on statutory applications and schemes submitted from individuals, businesses, outside bodies and other departments of the Council
To conduct, manage, oversee and authorise the officers’ investigations and civil and criminal legal case files, in accordance with the provisions of the Police and Criminal Evidence Act 1984, Criminal Procedures & Investigations Act 1996 or other appropriate legislation
To lead on team complaints, drafting reports and preparation of case evidence for submission to the Head of Legal Services. To prepare/approve statutory documents
To represent the Section at member level meetings, committee meetings, inter-departmental meetings, Public Meetings or Public Enquiries, as required. To chair meetings, as appropriate, related to the functional activities of the team
To develop and maintain effective relationships with internal and external partners and other enforcement agencies
using a collaborative approach to maximise impact and efficiencies. To develop joint initiatives and partnerships where these add value and quality to service delivery
Requirements:
BIIAB Licensing/Gambling Practitioner, Personal Licence Holder or similar
Institute of Licensing - Licensing Practitioner course
or managerial qualification
Experience working in a housing association or council
Experience of updating, briefing and communicating with Elected Members and Senior Managers
Ability to oversee, undertake and manage legal casework, enforcement, investigation, prosecution and other legal processes and sanctions
Experience of leading on co-ordinating responses to customer complaints and service requests and excellent customer care to help improve service delivery
