Job Description

Manages the corporation’s business licensing caseload, with responsibility to secure federal licenses in a timely manner to support internal operations, R&D, technology demonstrations, and contract requirements. Engages with the businesses/program offices to understand current and future licensing requirements, including implications of policy and regulatory changes affecting company’s licensing activities.

Job Responsibility

  • Manages the corporation’s business licensing caseload, with responsibility to secure federal licenses in a timely manner to support internal operations, R&D, technology demonstrations, and contract requirements
  • Engages with the businesses/program offices to understand current and future licensing requirements, including implications of policy and regulatory changes affecting company’s licensing activities
  • Responsible for day-to-day management of licensing matters for the Corporation, with an emphasis on caseload management
  • Incumbent will play key role in the development, coordination, and implementation of internal licensing and filing strategies, with principal area of focus to support LM business understanding of regulatory requirements and processing timelines
  • Managing corporate-wide licensing caseload to secure and renew all necessary licenses/authorizations
  • Maintaining accurate, current database of LM authorizations, waivers, and exemptions
  • Supporting and advising internal customers on filing and processing requirements
  • Developing tailored licensing strategies with each business program area requiring support
  • Providing proactive identification of technical regulatory proposals with potential impact on existing licenses
  • Communicating effectively with FCC, FAA, NOAA, and other relevant USG staff (including DOD spectrum offices) to obtain necessary regulatory deliverables in required timeframes

Requirements

  • Minimum of 7 years of relevant agency experience
  • Extensive licensing experience with at least the FCC (or a relevant Federal spectrum management office), FAA, and/or NOAA
  • Solid understanding of, and prior experience with, licensing processes, policies, and filing systems
  • Superior communications skills
  • Ability to multi-task and prioritize in a fast-moving environment
  • Bachelor’s degree

Nice to have

  • Familiarity with NTIA RFA/IRAC processes
  • Active security clearance
